Cadre Development and Training Activity (CDAT) supports the USAID Center for Conflict and Violence Prevention (CVP) in the Bureau for Conflict Prevention and Stabilization (CPS).

Abstract
The CDAT team continued bi-weekly meetings with the COR and CVP Training Coordinator, providing notes for follow-up and action items. Deliverables submitted during the first quarter of FY23 included the FY22 Annual and quarterly report 4 in October 2022, the Year 2 work plan, which the COR approved on November 29, 2022, and the Cadre Learning Strategy on December 30, 2022. The CDAT team resumed development of the Cadre Learning Strategy by reviewing the LNA Part 1 and 2 findings, gathering ideas for addressing professional development needs of the peace and security cadre, and updating the repository of existing learning opportunities. The strategy was submitted on December 30, 2022, and CVP is reviewing it for revisions by the end of February. Workstream 1: Strategic Plan Development focused on developing the Cadre Learning Strategy. The team reviewed the LNA Part 1 and 2 findings, gathered ideas for addressing professional development needs of the peace and security cadre, and updated the repository of existing learning opportunities. The strategy was submitted on December 30, 2022. Workstream 2: Training Design and Implementation Support included Conflict Sensitive AID (CSAID) and Atrocity Prevention (AP) courses. CVP requested further revisions to the CSAID course content based on feedback from SMEs. CDAT reviewed the feedback and shared a revision outline in late November, recommending adjusting the content to reflect feedback and maintaining a blended learning format. The revision outline was approved by the CVP Training Coordinator and SME. Workstream 4: Reconciliation Fund focused on the Reconciliation Program 101 e-Learning, Pre-Award, and Post-Award courses. CDAT submitted the Macro agenda for the Reconciliation Program on October 10, 2022. The Reconciliation Program team decided to create two distinct courses, one focused on the Pre-Award phase and the other on the Post-Award phase. CDAT held two focus groups with AORs to gather additional information for the courses, which were rich and informative. The CDAT team also coordinated with the COR to ensure information was collected for the post-event report, including end-of-work evaluations and after-action review notes. The post-event report was submitted for the Western Balkans Conflict Sensitive Aid training, which was held in the first week of October. The training had 32 participants, and 8 completed the evaluation. The CDAT team reviewed the LOE and financial tracker with the COR in each bi-weekly meeting, closely tracking the percentage spent for each project activity. All COR-approved activities continued to stay within the budget, and financial concerns were brought to the attention of the COR. Through December 31, 2022, approximately [omitted] of the obligation was spent, equal to [omitted], with a remaining [omitted] for the continued FY23. Some challenges during the CDAT partial restart included limited budgets, lack of clarity on CDAT's role, and coming into the project mid-stream. CDAT communicated these challenges early and often with CVP and remained open to changing their approach. In the after-action discussion, CDAT and CVP discussed ways to set up future training engagements for success, including CVP's creation of Standard Operating Procedures (SOP) that clarify CVP's procedures and processes for training, including CDAT's role as the training contractor.
