The Cadre Development and Training Activity (CDAT) supports the USAID Center for Conflict and Violence Prevention (CVP) in the Bureau for Conflict Prevention and Stabilization (CPS) at the United States Agency for International Development (USAID).

Abstract
The CDAT team provides training and development services to CVP staff and partners. The activity is focused on developing the capacity of CVP staff to design and implement effective training programs. The CDAT team has made significant progress in the second quarter of the fiscal year 2023. The team has begun recruiting and interviewing Knowledge Management (KM) Consultants to lead the KM training repository activities with CVP's KM staff. The Corporate Officer position has been transferred from [omitted] to the new Director of Leadership, Learning, and Development, [omitted]. The CDAT team has also met in person with the CVP team at USAID's Ronald Reagan Building on March 7, 2023, to discuss key priorities and establish processes for fielding training requests. The CDAT team has made notable progress in the development of training materials for the Conflict Sensitive Aid (CSAid) and Atrocity Prevention (AP) courses. The CSAid course macro was submitted to CVP on January 17, 2023, and received approval on March 8, 2023. The CDAT team has also developed and submitted all course materials, including the e-learning, vILT workshops, and video scripts, for CVP review. The AP course macro was submitted to CVP on January 11, 2023, and received approval on March 8, 2023. The CDAT team has also made progress in the development of the Cadre Development Learning Strategy. The strategy was submitted to the COR on December 30, 2022, and received feedback and approval on February 22, 2023. The strategy will guide priorities for the CDAT Annual Work Plan in alignment with current CVP priorities. The CDAT team has also continued to review the Level of Effort (LOE) and financial tracker with the COR in each bi-weekly meeting. The activity budgets have remained within budget, and any concerns with the budget have been immediately brought to the COR's attention. The budget tables accompanying the invoice have been revised to provide a clearer snapshot of the financial health of the base period spending. The CDAT team has faced challenges in remaining flexible and responsive to CVP's needs to revise the CSAid and AP course. The team has also faced challenges in developing course materials with dedicated Subject Matter Experts to work alongside the CDAT designers. The team has recommended that all future course materials be reviewed by SMEs to ensure accuracy and effectiveness. The CDAT team has made significant progress in the second quarter of the fiscal year 2023. The team has developed training materials for the CSAid and AP courses, submitted the Cadre Development Learning Strategy, and reviewed the LOE and financial tracker with the COR. The team has also faced challenges in remaining flexible and responsive to CVP's needs and in developing course materials with dedicated Subject Matter Experts.
