Abstract
The contract has a 5-year duration, with the Option Year 5 period of performance spanning from April 1, 2020, through March 31, 2021. During this period, the T&F team organized, delivered, and evaluated 45 courses for 2,710 participants. The T&F team delivered a range of courses, including virtual New Employee Orientation (NEO), Cultivating the Leader Within (CLW), Supervisor Certification Course (SCC) virtual instructor-led training (vILT), and Career Candidate Corps (C3) Foreign Service Officer (FSO) Orientation. The team also converted existing courses from in-person design and delivery to virtual design and delivery in response to USAID guidance on telework due to the COVID-19 pandemic. The T&F team supported the conversion of courses, including NEO and C3, to virtual design and delivery, enabling USAID to continue with scheduled onboarding requirements and targets. The team also built a robust core team of facilitators and producers to work with HCTM representatives and USAID resource persons to lead virtual cohorts for these activities. Evaluation results for virtual course deliveries showed average ratings for facilitation across all virtual C3, MCC, and CLW deliveries of 4.61 or higher on a five-point scale. At least 82 percent of all participants across these course deliveries reported that the course content contributed to their knowledge of the topics. The T&F team completed hybrid Kirkpatrick Level 1 and 2 evaluations following each of this year's C3, MCC, and CLW deliveries, as well as Level 1 evaluations of all SCC vILT deliveries. The T&F team also conducted a Kirkpatrick Level 3 evaluation of the SCC for the cohorts that completed the face-to-face workshop between November 2017 and December 2019, as well as a trend analysis of all evaluation data across SCC deliveries since 2016. The team's design work during this contract period included the conversion of two existing courses (MCC and CLW) and two orientations (C3 and NEO) from blended to fully virtual designs, design of an eight-session virtual Manager Certification Course (MCC), and development of a virtual NEO course. The T&F team's response to the COVID-19 pandemic enabled USAID to continue with scheduled onboarding requirements and targets, and to offer modified versions of the SCC and MCC courses. The team's efforts also supported the launch of a version of the CLW course to support emerging leaders, with an emphasis on Foreign Service National staff (FSN) in line with the Agency's Transformation goal to "advance further and empower FSNs."
