Abstract
The course aimed to improve USAID staff's ability to integrate and adapt conflict sensitive practices throughout the USAID Program Cycle, with the expectation of improved effectiveness and sustainability of USAID's programming. The blended learning course consisted of four modules: Module 1, a 60-minute asynchronous e-learning course that provided an introduction to conflict sensitivity; Module 2, a three-day virtual workshop where participants created Action Learning Project plans to incorporate conflict sensitivity into their work; Module 3, an Action Learning Project where participants applied conflict sensitive approaches into their work; and Module 4, a final two-hour virtual session where participants shared their experiences, strategized together, and discussed lessons learned. CDAT facilitators designed and delivered the workshop in partnership with CVP's Partnerships and Education (P&E) team, and provided logistical support. The agenda for the three-day virtual workshop and final virtual session can be found in Annex A, and the participant attendance list for the virtual sessions is presented in Annex B. Evaluation forms were administered to participants at three points throughout the course delivery: during Module 1 (the learning needs assessment), after Module 2 (the technical workshop evaluation), and after Module 4 (the end-of-course evaluation). The evaluation results are presented in Annex C (LNA responses), Annex D (technical workshop evaluation summary), and Annex E (end-of-course evaluation summary). Feedback from course participants was very positive, with the majority of respondents agreeing or strongly agreeing that they were satisfied with the course and would recommend it to colleagues. Respondents also reported an increase in their ability to perform the key skills identified in the course learning objectives on the job, with all respondents reporting being able to perform each skill to some degree by the end of the course. The evaluation feedback also indicated high satisfaction with course facilitation, with the majority of respondents reporting being satisfied or very satisfied with each facilitator's knowledge of the subject matter, effectiveness in engaging participants, and effectiveness in facilitating responses to participant comments/questions. Based on a review of participant evaluation responses, facilitator feedback, and input from the P&E and CDAT team during post-course after-action reviews, CDAT recommends the following adjustments for future deliveries of CSAid: improving logistics related to participant registration and tracking, considering timing and content adjustments for Day 2, ensuring sufficient time for participant interaction and engagement, integrating more application exercises throughout the delivery, and exploring additional strategies for communicating the importance of the evaluation process. The delivery of the CSAid course was successful, with strengths including the delivery team's flexibility and responsiveness to meet needs, effective and consistent communication, and seamless coordination. The team also had suggestions for how future deliveries could be improved, such as considering the course length and delivery timeline to maximize participant attendance and exploring additional opportunities for participant interaction and team building. The course was delivered virtually from May 15-17 and June 13, 2023, with 23 participants, including 18 who completed the learning needs assessment, 13 who completed the technical workshop evaluation, and 9 who completed the end-of-course evaluation.
