Abstract
The toolkit provides a thorough guide for government agencies to conduct an organizational self-assessment, followed by a series of questionnaires to evaluate solutions. This process helps project teams to determine whether the technology or CMIS platform being evaluated aligns with the country's resources, local resources, and context. The toolkit is a product of a participatory design process, involving a technical working group (TWG) comprising 14 women and 5 men from country governments, USAID country missions, the Office of HIV/AIDS, and UNICEF headquarters and field offices. The toolkit builds on the lessons learned through the CMIS framework, which consolidates best practices for designing and strengthening case management systems. The CMIS framework provides three perspectives and related processes to consider when developing a CMIS. These perspectives include the CMIS architecture, data standards, and workforce considerations, such as who carries out case management at what levels of the system. The framework also considers the country context and set of services to be delivered, informing the selection of technology options. The CMIS Assessment and Planning Toolkit is designed to support governments in evaluating and assessing CMIS solutions in a specific context. The toolkit provides a starting point for the implementation or selection of a CMIS platform, helping project teams to determine the gaps and needs of case management systems. The toolkit can also be used by NGOs and donor organizations to understand the functionality and usability of CMIS solutions in a specific context. The toolkit is a result of the USAID-funded Data for Impact (D4I) project, which aims to build on and reinforce current U.S. government support for priority countries to realize the power of data as actionable evidence. The project focuses on helping governments build and strengthen their capacities to support, manage, and finance their child protection and care systems, using best available data for decision-making and employing research, and programmatic learning to design evidence-based and evidence-informed policies, programs, and practices.
