Abstract
The project focuses on 55 municipalities, with a primary goal of enhancing municipal revenue streams and fiscal management. Key interventions include improved fiscal management of local governments, increased municipal revenues through revenue-generating infrastructure and improved collection rates, and the promotion of community participation in local governance. The project's approach is centered on municipal-level and national-level activities. At the municipal level, the project focuses on cross-cutting strategic approaches and interventions, including cross-55 and targeted assistance, procurement and delivery, and municipal action planning. The national-level activities aim to support the development of a regulatory and policy framework for local governance, enhance the delivery and management of services, and improve accountability and transparency of local governments. The project's technical activities are organized into five components: Improved Municipal Revenue Streams and Fiscal Management, Increased Accountability and Transparency of Local Governments, Enhanced Delivery and Management of Services and the Effectiveness of Operations, Improved Regulatory and Policy Framework for Local Governance, and Windows of Opportunity. Each component has specific intermediate results, including improved fiscal management of local governments, increased municipal revenues, and enhanced community participation. The project's monitoring and evaluation plan includes regular monitoring and evaluation activities, as well as a communications plan to ensure effective communication with stakeholders. The project administration and finance plan outlines the staffing and management structure, grants, procurement, and subcontracts. The project also includes attachments, such as the 55 partner municipalities, menu of options matrix, and Gantt chart of year 2 work plan interventions. The project's approach is guided by a results framework, which outlines the project's overall goals and objectives. The framework includes indicators for measuring progress and success, such as increased municipal revenues, improved fiscal management, and enhanced community participation. The project's implementation is expected to have a positive impact on the local economy and improve the lives of citizens in the West Bank and Gaza.
