Abstract
The program focuses on providing technical assistance to the National Planning Department (DNP), the National Land Agency (ANT), and other key stakeholders to implement a multipurpose land cadaster for policy planning and resource allocation. The program's objectives include providing key consultative services to support the implementation of the peace accords subscribed in Havana, addressing the pressing needs of rural populations, and helping the GOC achieve clear land ownership in areas where illicit crop substitution efforts are targeted. To achieve these objectives, USAID has contracted several task orders with Olgoonik Technical Services LLC, a consulting firm. One of the task orders, AID-514-TO-17-00008, provides technical assistance to the DNP in the implementation and follow-up of the multipurpose cadaster pilots project. The task order includes the recruitment of a Multipurpose Cadaster Pilot Operational Regional Manager to supervise and ensure the implementation of the guidelines for the comprehensive development and implementation of the multipurpose cadaster. The manager will also be responsible for evaluating the results of the implementation of the methodologies, standards, processes, procedures, and instructions of the multipurpose cadaster. Another task order, AID-514-TO-17-00012, provides three consultants to support the DNP, Fundacion Semana (FS), and the National Land Agency (ANT). The consultants will assist in the piloting and roll-out of the new cadaster program, help position the ANT to adjust its parcel sweep methodology, and assist FS in advancing water projects with local governments, national GOC entities, and the private sector. The program also includes a task order, AID-514-TO-72051418F0001, which provides technical support to the National Land Restitution Unit (LRU) to create jurisprudence for land restitution. The support includes the review and systematization of past land restitution rulings issued by judges and magistrates, and the elaboration of judicial descriptors to identify land restitution rulings in the LRU's assigned software. In addition, the program includes a task order, AID-514-TO-72051418F0002, which provides two Videographers/Photographers to support USAID/Colombia's communication plan. The overall goal of the communication plan is to increase awareness and comprehension by targeted stakeholders of key USAID messages, and the task order includes the production of visual, human-centered stories that illustrate how USAID and its partners are working to help Colombia achieve a sustainable and inclusive peace. The program's financial status is as follows: Task order AID-514-TO-17-00008 has a total budget of $271,557.07, with $195,227.38 used and $76,329.69 remaining. Task order AID-514-TO-17-00012 has a total budget of $202,534.00, with $160,612.07 used and $41,921.93 remaining. Task order AID-514-TO-72051418F0001 has a total budget of $139,303, with $63,609.59 used and $75,693.41 remaining. Task order AID-514-TO-72051418F0002 has a total budget of $180,645.15, with $150,809.20 used and $9,802.87 remaining.
