Abstract
The MOPC is responsible for overseeing various infrastructure projects, including transportation, energy, and public works. In 2016, the MOPC underwent an assessment using the Modelo Estándar de Control Interno del Paraguay (MECIP) to evaluate its human resource management practices. The assessment revealed a deficiente level of development in human resource management, with a consolidated score of 2.19 out of 100. The Viceministerio de Obras, one of the MOPC's first-level dependencies, scored particularly low, indicating a need for improvement. The assessment also highlighted opportunities for improvement in other areas, including planning, employment management, and human relations. To address these challenges, the MOPC implemented a series of reforms aimed at strengthening its human resource management practices. The reforms included the development of new policies and procedures, as well as the implementation of new tools and technologies to support human resource management. The MOPC's human resource management policies were developed in accordance with the MECIP standards and the policies promoted by the Secretaría de la Función Pública (SFP). The policies focused on key areas such as planning, employment management, human relations, and organizational development. The implementation of the new policies and procedures was supported by a series of technical assistance activities, including training programs and capacity-building initiatives. The activities aimed to build the capacity of MOPC staff to implement the new policies and procedures, as well as to develop their skills and knowledge in areas such as human resource management and organizational development. The reforms implemented by the MOPC aimed to improve the effectiveness and efficiency of its human resource management practices, as well as to enhance the overall performance of the institution. The reforms were also designed to promote a more inclusive and equitable work environment, with a focus on gender equality and the empowerment of women in the public sector.
