Abstract
The program's annual report for the period October 1, 2018, to September 30, 2019, highlights the main achievements, challenges, and activities of the technical and administrative areas in Year 6 of the DGP. The report notes that the period following the coming into office of the new counterpart authorities of the Executive Branch on August 15, 2018, marked the beginning of a new period for the DGP. During the first months of the fiscal year, the program worked with the new authorities to present its proposal of support and listen to new opportunities for the DGP to further strengthen the institution. In the area of Management of the Civil Service and Human Resources, the DGP held meetings with the SFP Executive Secretary-Minister and her technical team to present the eventual lines of intervention and activities still to be finalized. The program also concluded the course on Integrated Organization & Personnel Management, which aimed to foster the technical and conceptual transfer of the outputs of the DGP and other institutional counterparts. Additionally, the DGP disseminated the Intervention Protocol for cases of work-related violence, called "Comprehensive Protection of Women against All Forms of Violence," on the CEAMSO and SFP portals, and on social networks. The program also held four socialization events, with a total of 387 civil servants from 129 public institutions, on the tools developed with DGP support, including the Induction Manual, Manual of Competitive Selection Procedures, and Methodological Guide to mainstream the gender approach, non-discrimination, and good treatment into institutional regulations of SAEs. In the area of Training on Integrated Organization & Personnel Management in public entities, the DGP provided technical support for the implementation of the pilot in two core business entities in order to consolidate internal capacities to effectively manage and implement the tools of the model. The program also collaborated with the SFP to resume contact with the Chilean DNSC, with whom they could share knowledge on issues of relevance for the SFP. Regarding the MoF, Resolution No. 167 of the MoF on regulatory criteria and instruments for the administration of organizational structures and the administration of job positions has been approved, authorizing the implementation of the Career Plan. This led to DGP work on strengthening the DACHC and the DMI of the MoF, providing technical support for the implementation of the pilot in two core business entities. The DGP also collaborated with the SFP to resume contact with the Chilean DNSC, with whom they could share knowledge on issues of relevance for the SFP. This activity still requires an inter-institutional agreement to be signed between the SFP and the DNSC Chile through the Paraguayan Ministry of Foreign Affairs. The DGP's work in Year 6 has contributed to the strengthening of democratic institutions and the promotion of good governance in Paraguay. The program's activities have focused on supporting the SFP and the MoF in their efforts to implement reforms and improve the management of public institutions. The DGP's technical assistance has helped to build the capacity of public officials and to promote the adoption of best practices in the management of public institutions. The DGP's work has also contributed to the development of a more transparent and accountable public sector in Paraguay. The program's activities have focused on promoting the use of information and communication technologies (ICTs) to improve the management of public institutions and to increase transparency and accountability. In conclusion, the DGP's annual report for Year 6 highlights the main achievements, challenges, and activities of the technical and administrative areas of the program. The report notes that the DGP's work has contributed to the strengthening of democratic institutions and the promotion of good governance in Paraguay. The program's activities have focused on supporting the SFP and the MoF in their efforts to implement reforms and improve the management of public institutions.
