The Programa Regional de USAID de Comercio para CAFTA-DR, a trade program for the Central American Free Trade Agreement-Dominican Republic, conducted a review of existing tools in Honduras for online monitoring of customs declarations in 2008.
2009 · 32 pages

Abstract
The review resulted in a proposal for the creation of a Portal for Monitoring Customs Declarations (PMDA). The proposal outlined the minimum content of the PMDA, including esquematization of screens, recommendations for connectivity, and recommendations for services that could be implemented. The PMDA will have two main sections: a public section where users can search for customs declarations by number, and a private section where users with authorized access can view detailed information. The private section will include tools for searching and filtering declarations, as well as access to detailed information on declaration events. The PMDA will be connected to the SARAH system, a new customs management system being implemented in Honduras. The SARAH system will provide the PMDA with real-time data on customs declarations, allowing for more accurate and timely monitoring. The PMDA will also include features for data analysis and reporting, enabling users to track trends and patterns in customs declarations. The PMDA will be designed to meet the needs of various stakeholders, including customs officials, importers, and exporters. The system will provide a user-friendly interface for searching and viewing customs declarations, as well as tools for analyzing and reporting on declaration data. The PMDA will also include features for tracking and monitoring declaration events, allowing users to stay up-to-date on the status of their declarations. The PMDA will be implemented in phases, with the first phase focusing on the development of the system's core functionality. The second phase will focus on the implementation of additional features and tools, including data analysis and reporting capabilities. The PMDA will be tested and evaluated throughout the implementation process to ensure that it meets the needs of its users and provides accurate and reliable data on customs declarations.
