Abstract
The project began in October 2008 and will end in October 2010, with funding from the World Bank and USAID/Liberia, as well as the Presidential Initiative for Expanding Education. RTI International and the Liberian Education Trust are implementing the project, with leadership from the Liberian Ministry of Education. The EGRA Plus: Liberia project focuses on improving reading skills in grades 2 and 3, with a scope and sequence for teaching reading over a year. The project provides teachers with a teacher manual, decodable books, library books, and other resources to support reading instruction. The teacher manual includes weekly lesson plans, detailed daily sequences, and instructions on how to draw on other resources provided to teachers. The EGRA Plus: Liberia project emphasizes the importance of early grade reading assessment and the need for evidence-based reading instruction. The project aims to improve student reading skills by providing systematic training, support, and supervision to teachers, as well as toolkits and plenty of reading materials for students. The ability to read and understand a text is the most fundamental skill a child learns, and literacy is essential for learning to read well. Acquiring literacy becomes more difficult as students grow older, and children who do not learn to read in the first few grades are more likely to repeat and eventually drop out, or will fall behind others for the rest of their lives. The EGRA Plus: Liberia project aims to address these challenges by improving reading skills in grades 2 and 3 and providing teachers with the resources and support they need to teach reading effectively. The EGRA Plus: Liberia project has been designed to lay a baseline on reading and to improve student reading skills by implementing evidence-based reading instruction. The project will work on a pilot basis using a thorough evaluation approach, and it will provide teachers with the resources and support they need to teach reading effectively.
