Abstract
The project aims to strengthen the institutional capacity of the Federally Administered Tribal Areas (FATA) in Pakistan. In March 2016, FISP continued to provide technical support to the FATA Secretariat (FS) and the FATA Development Authority (FDA), including maintenance, repairs, and connectivity. The Performance Monitoring and Reporting System (PMRS) and Planning Commission Forms Management System (PC-FMS) were presented to the Ministry of Railways, Pakistan, upon their request. The Ministry appreciated the two systems and expressed their intention to implement them in the Ministry of Railways, subject to approval by USAID and the FATA Secretariat. FISP also provided application support for the PC-FMS and its integration with the Annual Development Program (ADP) software. The project continued to strengthen the ADP software for the FATA Secretariat and established an ADP Resource Centre in the Planning and Development Department, FATA. Handholding support was provided to the Human Resources Management Information System (HRMIS), Public Procurement Management System (PPMS), FATA Assets Management System (FAMS), and Zakat Management Information System (ZMIS). In addition, FISP conducted awareness activities about different systems developed by the project, including the welcome pack for the FATA Secretariat. The project also provided support to strengthen the systems developed by FISP, including HRMIS, FAMS, ZMIS, FMS, and PPMS. Meetings were held with relevant officials to institutionalize the systems through change management. FISP also reviewed and finalized the project document on Land Records Rights in FATA and initiated the engagement process of three short-term technical assistants (STTAs) for piloting innovation in service delivery improvement in Health. The project continued to institutionalize the PMRS on a sustainable footing, with several data review meetings held with the FDA and various directorates. The project's activities in March 2016 were focused on providing technical support, application support, and handholding support to various systems and departments in FATA. The project also continued to strengthen the institutional capacity of FATA through change management and institutionalization of systems.
