Abstract
The program's primary objective is to advance Senegal's self-reliance, decrease poverty, improve nutritional outcomes, build resilience, improve water security, and accelerate inclusive agricultural growth and transformation. The program's technical approach is grounded in using sound facilitative and inclusive methodology that involves working with and through Senegalese service providers and potential beneficiaries to give impetus to key multi-stakeholder policy initiatives. The program's scope is organized around two Intermediate Results: Enhanced Government of Senegal Policy Processes and Enhanced Capacity of Private Sector and Civil Society to influence policy formulation, implementation, and impact. Under Intermediate Result 1, interventions will be based on an initial scoping exercise of the Agriculture and food policy system to identify opportunities for strengthening those policy systems through improved inclusiveness in various policy consultations, stronger policy ecosystem institutions, and policy advocacy. A key element of IR 1 is supporting effective regional and local consultations that fosters geographic inclusiveness. Under Intermediate Result 2, the Activity will provide organizational strengthening to key private sector and civil society institutions, specially farmer organization platforms, private sector, civil society organizations, and value chain-based professional associations. This assistance will help such organizations become more effective participants in sectoral and multi-sectoral policy forums. The team will also work to ensure that private sector and civil society actors receive assistance in designing and implementing effective policy advocacy and fully benefit from the evidence-based policy analysis interventions. The program will work to link private sector and civil society stakeholders to two critical high-level policy forums: the Revue Annuelle Conjointe (RAC) and the Conseil Présidentiel de l’Investissement (CPI). The program's implementation will be structured through the use of multiple Memoranda of Understanding (MOUs) and/or contracts that the Project Unit Staff will develop and sign with lead actors/beneficiaries and service providers. The MOUs will specify the objectives of the collaboration between the PSS and lead actors/beneficiaries or service providers; identify contributions from both PSS and the signature partner; and define expected results and monitoring arrangements. The program's technical approach will involve working with and through Senegalese service providers and potential beneficiaries to give impetus to key multi-stakeholder policy initiatives. The program will develop appropriate on-demand interventions, in close collaboration with the relevant beneficiaries and ecosystem service providers, to facilitate policy implementation. The program's scope is organized around two Intermediate Results, and the program's implementation will be structured through the use of multiple MOUs and/or contracts.
