Abstract
The activity is implemented by a consortium led by DAI in partnership with IPAR, a Senegalese agricultural policy think tank. The program's technical approach is grounded in using a sound facilitative and inclusive methodology that involves working with and through Senegalese service providers and potential beneficiaries to give impetus to key multi-stakeholder policy initiatives contributing to overall improvement in the business environment. The activity interventions are implemented through three components: Intermediate Result 1 (IR1), Intermediate Result 2 (IR2), and Intermediate Result 3 (IR3). IR1 aims to enhance government policy processes by working with government stakeholders to identify needs for evidence-based decision-making. IR2 focuses on enhancing the capacity of private sector and civil society to influence policy formulation, implementation, and impact by providing organizational strengthening to key private sector and civil society institutions. IR3 aims to enhance the capacity of government to use innovative financing instruments, especially public-private-partnerships (PPP), to support sectoral ministries in achieving their investment objectives. Under IR1, the PSS project has completed key policy documents, including the Livestock Development Policy Letter (LPSDEL) and the Agricultural Program for Sustainable Food Sovereignty (PASAD). The project has also organized the first forum on investment opportunities in the livestock sector in Senegal and finalized the monitoring and evaluation (M&E) manual for the National Agency of Aquaculture (ANA). Additionally, the project has launched the design process of business models to attract private investments in aquaculture and recruited a consultant to accompany the Commercial Court in the efficient implementation of its action plan. The activity engages nongovernmental organizations (NGOs), consulting firms, and research institutions to deliver training, provide policy analysis support, and strengthen institutional capacity on a demand-driven basis. The activity is implemented through a consortium led by DAI in partnership with IPAR, and it engages various stakeholders, including government stakeholders, private sector institutions, and civil society organizations. The activity aims to create an enabling environment that contributes to the accelerated and inclusive agricultural growth in Senegal. The activity has a strong institutional architecture governing the way in which stakeholders participate in policy formulation, implementation, impact generation, and reforms. The activity also promotes mutual accountability for multi-stakeholder commitments to action in support of consensus national plans and accountability for responsible execution of stated commitments. The activity's interventions are designed to contribute to the accelerated and inclusive agricultural growth in Senegal, which is expected to advance Senegal's self-reliance, decrease poverty, improve nutritional outcomes, build resilience, improve water security, and accelerate inclusive agricultural growth and transformation. The activity's implementation approach is grounded in using a sound facilitative and inclusive methodology that involves working with and through Senegalese service providers and potential beneficiaries.
