Abstract
Reforms will support the Plan d'Action Prioritaire Accéléré et Ajusté (PAP2A) of the Plan Senegal Emergent (PSE), with broad stakeholder consensus on the priorities and mutual accountability for commitments to action in support of national plans. The Activity is implemented by a consortium led by DAI in partnership with IPAR, a Senegalese policy think tank. The Feed the Future Senegal Policy Systems Services' interventions will be implemented through two components: Enhancing Government of Senegal policy processes by working with government stakeholders to identify needs for evidence-based decision-making, and Enhancing the capacity of private sector and civil society to influence policy formulation, implementation, and impact by providing organizational strengthening to key private sector and civil society institutions. Key facets of Feed the Future Senegal Policy Systems Services' support to the policy and reform implementation will include fostering dialogue with the Government of Senegal by linking private sector and civil society stakeholders to critical high-level policy forums and strengthening stakeholder engagement in the implementation of selected projects in the second phase of the PSE's Adjusted and Accelerated Priority Action Plan (PAP2A). During the third quarter of FY21, the Feed the Future Policy Systems Services project pursued three categories of activities: joint work plan development workshops for the 2021-2022 period with the public sector (ministries and agencies) and with private sector and civil society organizations, continued processing of project partner requests, and initiation of three studies. The project organized a workshop with each of the following four partners: the Ministère de l'Elevage et des Productions Animales (MEPA)/Ministry of Livestock and Animal Production, the Bureau Opérationnel de Suivi du PSE (BOS/PSE), the Conseil National de Concertation et de Coopération des Ruraux (CNCR), and the Confédération Nationale des Employeurs du Sénégal (CNES). The joint work plan development workshops aimed to support the development of sectoral policy letters, monitoring and evaluation systems, and legislative and regulatory frameworks. The project also continued to process partnership requests from various organizations, including the Ordre des Docteurs Vétérinaires du Sénégal (ODVS), the Agence Nationale de l'Aquaculture (ANA), the Chambre de Commerce d'Industrie et d'Agriculture de Ziguinchor (CCIAZ), and the Initiative Prospective Agricole et Rurale (IPAR). The project team confirmed its commitment to supporting ODVS and ANA and will organize joint work planning sessions with each of the organizations during Q4. The Feed the Future Senegal Policy Systems Services project aims to strengthen the capacity of private sector and civil society to influence policy formulation, implementation, and impact by providing organizational strengthening to key private sector and civil society institutions. The project will continue to support the development of sectoral policy letters, monitoring and evaluation systems, and legislative and regulatory frameworks, and will initiate three studies to inform policy and reform implementation. The project will also continue to process partnership requests and will organize joint work planning sessions with partner organizations to advance land tenure reform, access to finance, integration of rural youth, and social protection reform.
