Abstract
The study aimed to characterize the tenure and legal status of the territory, as well as the municipal baldios and environmental lines for their adjudication in amortization zones. The study was divided into several sections, including the characterization of the tenure and legal status of the territory, the study of municipal baldios and environmental lines for their adjudication in amortization zones, strategies and actions for the formalization of land tenure in the project zones C&G in San José del Fragua and Belén de los Andaquies, and the institutional route for the formalization of land tenure and socio-economic stabilization of the communities in the amortization zone. The methodology for the study involved the use of participatory techniques, including interviews and oral communication, to gather information on the historical, cultural, social, legal, and economic aspects of land use, occupation, and tenure. The study also proposed the creation of a "History of land use, occupation, and tenure in the territory" workshop, which aimed to characterize the historical process of occupation of the territory of the PNN AFIW and the DCSAC, identifying the milestones of the colonization process, its spatial framework, the patterns of alteration of the ecosystems during this process, and the forms in which the colonizers related to nature, the state, and the land tenure relationships and conflicts over the use of natural resources and land rights. The workshop was divided into three moments: the first moment, "From where we came, how we arrived," used the cartography social methodology, where participants drew a map of the territory, indicating the origin and destination of the colonizers, and answered questions about the causes of migration, the characteristics of the agricultural and ecological conditions of the territories of origin and destination. The second moment, "Our history step by step," used the timeline methodology, where participants created a timeline of the colonization process, identifying key events and dates. The study also proposed the use of institutional routes for the formalization of land tenure and socio-economic stabilization of the communities in the amortization zone, including the creation of a route for the formalization of land tenure, the establishment of a system for the registration and certification of land rights, and the implementation of a program for the socio-economic stabilization of the communities. The study concluded that the characterization of the tenure and legal status of the territory, as well as the municipal baldios and environmental lines for their adjudication in amortization zones, was essential for the implementation of the project and the formalization of land tenure in the project zones C&G in San José del Fragua and Belén de los Andaquies. The study also highlighted the importance of the institutional route for the formalization of land tenure and socio-economic stabilization of the communities in the amortization zone. The study recommended the creation of a technical concept on the zoning of the DCSAC, which would provide a framework for the zoning of the territory, taking into account the environmental and social aspects of the project. The study also recommended the implementation of a program for the socio-economic stabilization of the communities in the amortization zone, which would include the creation of a system for the registration and certification of land rights, the establishment of a program for the training and capacity building of the communities, and the implementation of a program for the economic development of the communities. The study concluded that the methodology proposed for the study was participatory, taking into account the participation of the local population, and used recognized methodologies and software by the administrative entities, facilitating the processes of articulation and inter-institutional action. The study also highlighted the importance of the institutional route for the formalization of land tenure and socio-economic stabilization of the communities in the amortization zone.
