The Leading Through Learning Global Platform (LTLGP) is a USAID-funded contract designed to support the Bureau for Development, Democracy, and Innovation/Center for Education (DDI/EDU) in creating a global education learning system.

Abstract
The platform aims to enhance thought leadership and education program quality for USAID and its partners. Education Development Center, Inc. (EDC) manages the LTLGP program, which spans a three-year base period from August 7, 2020, to August 6, 2023, with a two-year option period extending through August 6, 2025. EDC is supported by partners including Training Resources Group, University of Massachusetts Amherst, University of Auckland, Management Systems International, and Social Impact. The LTLGP has three primary objectives: to provide evidence-based and evidence-informed technical tools and resources for educational programming; to increase knowledge and skills among USAID staff and implementing partners in topics aligned to USAID education sector priorities; and to facilitate collaboration and sharing of evidence-based practices related to USAID education sector priorities. To achieve these objectives, the LTLGP will create and reinvigorate Learning Networks, including the Education in Crisis and Conflict Network (ECCN), the Global Reading Network (GRN), and the Higher Education Learning Network (HELN). These networks will foster collaboration and knowledge sharing among USAID Missions, implementing partners, and other global education networks. The LTLGP will establish Regional Hubs across the world to elevate the thoughts and perspectives of USAID Missions and partners globally. These Hubs will provide an avenue for engaging regional and global communities of practice within targeted technical areas, aligned with USAID education sector priorities. Equity and inclusion are core elements of the LTLGP approach, and the establishment of Regional Hubs will help to promote these values. The LTLGP will develop a distributed network of three to six Regional Hubs, including one DC-based Hub, to ensure that the work is locally relevant. Members will have the opportunity to access, build, and share knowledge to address local needs while contributing to the broader goals of the education sector. The LTLGP will work to consciously build relationships between the networks, enabling them to view each other as resources in their learning. The LTLGP has made significant progress in Quarter 2 of FY23, with key activities including the development of the ECCN, GRN, and HELN Learning Networks. The networks have been designed and developed to promote similar goals and values, and to foster collaboration among participants. The LTLGP has also established Regional Hubs, which will provide an avenue for engaging regional and global communities of practice within targeted technical areas. In terms of implementation, the LTLGP has focused on three key interventions: knowledge sharing, tool development, and professional development. The platform has cultivated Learning Networks in priority areas to ensure that education programming is informed by evidence and responsive to policy priorities. The LTLGP has also worked to rectify the hierarchical structure of earlier USAID-funded networks, creating less hierarchical and more liberatory relationships across the networks. The LTLGP has made significant progress in achieving its objectives, with evidence-based and evidence-informed technical tools and resources being developed for educational programming. USAID staff and implementing partners have increased knowledge and skills in topics aligned to USAID education sector priorities, and collaboration and sharing of evidence-based practices have been facilitated. The LTLGP continues to work towards its objectives, with a focus on ensuring that the work is locally relevant and that equity and inclusion are core elements of the approach.
