The Leading Through Learning Global Platform (LTLGP) is a USAID-funded program designed to support the Bureau for Development, Democracy, and Innovation/Center for Education (DDI/EDU) in creating a global education learning system.

Abstract
The program aims to enhance thought leadership and education program quality by promoting knowledge sharing, tool development, and professional development. Education Development Center, Inc. (EDC) manages the LTLGP program, which has a three-year base period and a two-year option period. The LTLGP program has three primary objectives: to provide evidence-based and evidence-informed technical tools and resources for educational programming; to increase knowledge and skills among USAID staff and implementing partners in topics aligned to USAID education sector priorities; and to promote collaboration and sharing of evidence-based practices related to USAID education sector priorities. To achieve these objectives, the program will establish three Learning Networks: the Education in Crisis and Conflict Network (ECCN), the Global Reading Network (GRN), and the Higher Education Learning Network (HELN). The ECCN and GRN will be reinvigorated, and HELN will be launched to create less hierarchical and more liberatory relationships across the networks. The program will work to build relationships between the networks, enabling them to view each other as resources in their learning. The LTLGP will also establish Regional Hubs across the world to elevate the thoughts and perspectives of USAID Missions and partners globally. The program will be implemented through a distributed network, with each Learning Network having regionally-based Learning Network Chapters. These Chapters will allow members to access, build, and share knowledge to address local needs while benefiting from and contributing to a global community of learning. The LTLGP will work with a range of partners, including USAID/Washington and Mission education teams, US and field-based implementing and research partners, international and locally based donor and private sector partners, and international and local representatives of other global/regional education networks. The program's approach is centered on equity and inclusion, and it will work to ensure that the needs and perspectives of all stakeholders are taken into account. The LTLGP will also establish a system for monitoring and evaluation to track progress and ensure that the program is meeting its objectives. The LTLGP has a budget of US $20,929,333 for the base period and US $36,800,913 for the optional period. The program will be managed by EDC, with support from a range of partners, including Training Resources Group, University of Massachusetts Amherst, University of Auckland, Management Systems International, and Social Impact. The program's progress will be reported quarterly, with the first report covering the period from April 1, 2023, to June 30, 2023. The report will provide an overview of the program's progress, including updates on the establishment of the Learning Networks, the development of Regional Hubs, and the implementation of the program's objectives. The LTLGP will also establish a system for monitoring and evaluation to track progress and ensure that the program is meeting its objectives.
