Abstract
The country's constitution recognizes the "right to protection of health" and the responsibility of all citizens to "participate in the promotion, preservation of personal and community health." This responsibility is reflected in Article 145 of the 1982 Constitution of the Republic of Honduras. The current health policy, outlined in the National Health Plan 2014-2018 and the National Health Model (MNS), emphasizes the need to transform and develop the National Health System (SNS) based on primary health care. The World Health Organization (WHO) emphasizes the importance of developing health care systems driven by primary care, aiming to ensure universal access to quality health care services and universal coverage. The MNS highlights primary health care as one of the four approaches that underpin and guide the work of the national health system. Promoting health is a principle of primary health care, and it takes on greater importance as all health interventions developed at the first and second levels of care are designed under this perspective. The MNS also emphasizes the need to promote the full participation of people, families, and communities, giving them greater control to protect and care for their health, with a focus on the poorest and most vulnerable sectors. The approach to addressing the main health events affecting the Honduran population will focus primarily on promoting health and preventing disease, ensuring comprehensive care for people with health damage and rehabilitation. In this context, aligned with the MNS, a pilot implementation of the Integral Strategy for Addressing Sexually Transmitted Infections (STIs) and HIV has been launched. The strategic line No. 1 of this document emphasizes that promoting health and preventing new STIs and HIV infections are key components for controlling the epidemic in the country. Through health promotion, the determinants of social factors that contribute to the increase in the HIV epidemic and affect mainly key populations at higher risk of STIs and HIV infection will be addressed. The development of programs, projects, and interventions that modify these determinants is required. The promotion of health will be a key strategy for addressing the main health events affecting the Honduran population, ensuring comprehensive care for people with health damage and rehabilitation. The promotion of health and prevention of STIs and HIV in Honduras requires a comprehensive approach that addresses the social determinants of health, promotes health education, and ensures access to quality health care services. The implementation of the Integral Strategy for Addressing STIs and HIV will be a crucial step in controlling the epidemic in the country and improving the health of the Honduran population. The strategy will focus on promoting health and preventing disease, ensuring comprehensive care for people with health damage and rehabilitation.
