Abstract
The reorganization builds upon the Global Health Strategic Framework, launched in April 2012, and is grounded in the principles and goals of President Obama's Global Health Initiative (GHI) and USAID Forward reforms. The Framework promotes an inclusive and integrated approach to global health across the U.S. government, fostering a more effective and efficient approach to sustainable global health outcomes in a rapidly changing world. The reorganization aims to strengthen health systems, promote institution building, and link global health efforts to other development initiatives. This approach is based on more than 50 years of proven success in global health and development, demonstrating that institution building, health systems strengthening, and linking to other health and development efforts lead to sustainability and improved efficiency. The Global Health Bureau's previous organizational structure, established in 2003, has grown and added new Presidential and Congressional initiatives, including the Global Health Initiative, President's Malaria Initiative (PMI), and the Neglected Tropical Disease (NTD) program. As part of the reorganization, several new offices have been established to better support global and country work, particularly in the areas of maternal and child health. The Office of Health Systems (OHS) is the hub for the Agency's worldwide leadership network of technical experts in health systems strengthening, focusing on ensuring that people and institutions, both public and private, undertake core functions of the health system to improve health outcomes. The Center for Accelerating Innovation and Impact (CAII) will promote and reinforce innovative, business-minded approaches to address key bottlenecks in the development, introduction, and scale-up of global health technologies and interventions. The Center of Excellence on Children in Adversity is part of USAID's reform efforts and renewed emphasis on the application of research and evaluation to inform strategic thinking about development. The Center will establish USAID as a premier development agency in the field of international child wellbeing and protection, drawing on expertise and interest within USAID and beyond to incorporate learning and evidence-based best practices for the development of programs and policies. The Malaria Division within the Office of Health, Infectious Diseases, and Nutrition is responsible for directing the Agency-wide program to address malaria, including implementation of the President's Malaria Initiative (PMI). The Office of Country Support (OCS) is the hub for informing USAID reforms and GH priorities with field teams, translating critical feedback to inform leadership with the development of policies and guidance. The Office of Policy, Programs, and Planning (P3) ensures Bureau compliance with Congressional and Agency budget guidance, supporting technical offices in planning, tracking, and obligating funds, and serving as the Bureau's primary liaison with the Office of Acquisition and Assistance (M/OAA). The remaining offices will maintain their current functions and names. The reorganization aims to enhance the effectiveness and efficiency of USAID's global health programs, promoting an inclusive and integrated approach to global health across the U.S. government. The new offices and structures will support global and country work, particularly in the areas of maternal and child health, and will foster a more effective and efficient approach to sustainable global health outcomes.
