The Global Learning Solutions and Services (GLSS) team, led by EnCompass LLC, was awarded a five-year contract by the United States Agency for International Development (USAID) to provide training and facilitation services.

Abstract
The base year period, spanning from September 30, 2022, to September 29, 2023, marked the beginning of this contract. During this time, the GLSS team organized, completed, and evaluated 43 course deliveries, including 20 New Employee Orientations (NEO), four Career Candidate Corps (C3) Foreign Service Officer (FSO) Orientations, and six Supervisor Certification Courses (SCC). A total of 3,258 participants attended these courses. The GLSS team also submitted 22 cost proposals for new designs as requested by various USAID teams, including the Office of Human Capital and Talent Management's (HCTM) Center for Professional Development (CPD), Operations Center (OPS), Employee Services and Benefits (ES&B), and the Office of Diversity, Equity, Inclusion and Accessibility (A/DEIA) teams. These cost proposals included redesigns of previous courses, designs for summits and workshops, fireside chats, e-learnings, and more. Significant design work was completed during the base year, with the GLSS team converting three existing courses to in-person training designs and revising the Virtual Supervisor Certification Course (vSCC) courseware materials. The team also designed, developed, and piloted two new courses: a virtual course to help participants interpret and understand the Federal Employee Viewpoint Survey (FEVS) and the virtual Executive Core Qualifications (ECQ) Foundational Program. Design began on the in-person version of the ECQ Foundational Program. The GLSS team delivered several convenings and events, including one Agency-wide virtual Inclusive Leadership Summit (ILS), two team buildings for the CPD, and one Emotional Intelligence (EI) workshop for OPS. The team also worked on the design and development of several e-learnings, including Employee Performance and Development (EP&D), HRE for Non-HR Professionals, and Action Planning. In addition, the GLSS team responded to a rapid request from A/DEIA to convert ten modules from the RISE 101 virtual instructor-led training (vILT) into an in-person design. The GLSS team utilized the training space at Management Concepts in the Washington, D.C. area to deliver workshops and trainings, incorporating in-person and hybrid learning capabilities. This allowed the team to accommodate virtual participants and deliver trainings regardless of participants' location. The GLSS team completed 43 deliveries with a total of 3,258 participants, with a mix of virtual and in-person deliveries. The team started to deliver courses and workshops both virtually and in-person in Q2, with a focus on in-person deliveries in Q3. The GLSS team completed Kirkpatrick Level 1 evaluations of the C3 deliveries and Level 1 and 2 evaluations following each of this year's SCC, HRE, vSCC, CPD, ECQ, FEVS, OPS, and ILS deliveries. The evaluation summary is found in the Evaluation Results section of this report. The GLSS team anticipates conducting Level 3 evaluations in Option Year (OY) 1.
