Abstract
The program is authorized under contract no. AID-OAA-I-15-000045, task order no. 72052118F00004, with an overall contract value of $22,822,798 to be implemented over a five-year period. As of June 2019, $3,907,079.50 in obligated funds had been incurred for program start-up and delivery. The program's objective is to support USAID/Haiti's development objectives relating to health, education, agriculture, economic growth, and democracy and governance. AECOM is the implementing partner, providing architectural, engineering, and specialized technical support to the USAID/Haiti Office of Infrastructure, Engineering, and Energy (OIEE). The program's activities are organized into several tasks, including the reconstruction of L'Hôpital Universitaire d'Etat d'Haiti (HUEH), renovation of Hurricane Matthew-damaged facilities, and cholera commune engineering oversight. The program also includes capacity building and training activities, as well as infrastructure development and management services. In June 2019, USAID maintained the Work Approval Form (WAF) process, which provides clear and concise direction and scopes of work from USAID's OIEE mission clients. AECOM received several WAFs during the month, including one to terminate all services for the HUEH by July 17, 2019, and another to cancel all future planned site visits to Hinche until a construction schedule is provided and major work is being carried out by the contractor, Tseng. The program's financial status is summarized in the Program Finance section, which provides a snapshot of the financial status of the project as of June 2019. The program's overall management and task-specific activities are summarized in the Key Program Activities section. The Haiti Infrastructure Program is a critical component of USAID's efforts to support Haiti's development and recovery. The program's activities are designed to improve the country's infrastructure and energy sector, which is essential for economic growth and development. The program's reconstruction of L'Hôpital Universitaire d'Etat d'Haiti (HUEH) is a key activity, aimed at improving the country's healthcare infrastructure. The program's renovation of Hurricane Matthew-damaged facilities is also critical, as it will help to restore essential services and infrastructure in affected areas. The program's cholera commune engineering oversight activity is designed to improve the country's water, sanitation, and hygiene (WASH) infrastructure, which is essential for preventing the spread of cholera and other waterborne diseases. The program's capacity building and training activities are also critical, as they will help to build the capacity of local stakeholders and improve their ability to manage and maintain infrastructure projects.
