The Haiti Infrastructure Program is a multisectoral initiative aimed at supporting the development objectives of the United States Agency for International Development (USAID) in Haiti.

Abstract
The program is authorized under contract no. AID-OAA-I-15-000045, task order no. 72052118F00004, with an overall contract value of $22,822,798 to be implemented over a five-year period. The program is based on four pillars: Infrastructure and Energy; Food and Economic Security; Health and Other Basic Services, including Basic Education; and Governance and Rule of Law. USAID requires architectural, engineering, and specialized technical support to the USAID/Haiti Office of Infrastructure, Engineering, and Energy (OIEE) to directly support USAID/Haiti's development objectives. On October 6, 2017, USAID issued a request for task order proposal (RFTOP) to request architectural and engineering services to design and manage multisectoral infrastructure portfolio projects in Haiti for a five-year period. AECOM submitted a qualification package in response to this solicitation and was selected to submit a cost proposal as the most qualified offeror. USAID issued a task order contract to AECOM, which became effective on February 28, 2018. The program is implemented by AECOM with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer. Progress and accomplishments during the reporting period for overall management and task-specific activities are summarized in the Key Program Activities section. A snapshot of the financial status of the project is provided in the Program Finance section. The program is currently operating under the guidelines of the technical and cost proposal accepted by USAID through the issuance of this contract. AECOM has submitted, received approval from USAID, and completed the Planning Session in AECOM's home office in June 2018. The Task List and Scope of Work Refinement have been completed with the Alternative Contracting Officer's Representative (COR) and other Activity Managers. The refinement of the Performance Management Plan is ongoing with the COR/ACOR. The program has made significant progress in various sectors, including Sector 01 (Program Management), Sector 03 (Health), Sector 04 (WASH), Sector 05 (Democracy & Governance), Sector 07 (Housing), and Sector 08 (Agriculture). The program has also made progress in the implementation of various tasks, including the reconstruction of L'Hôpital Universitaire d'Etat d'Haiti (HUEH), the renovation of Hurricane Matthew-damaged health clinics and Hinche, and the warranty of NCHS and HUJ Pediatrics Ward. The program has also made progress in the implementation of various tasks, including the cholera communes engineering oversight, the Build Back Safer - Hurricane Matthew interventions - WASH, and the Canaan upgrading program. The program has also made progress in the implementation of various tasks, including the AVANSE, the Capacity Building/Training (General & Internship), and the Program Finances. The program has made significant progress in various sectors, including WASH, Housing, and Agriculture. The program has also made progress in the implementation of various tasks, including the reconstruction of L'Hôpital Universitaire d'Etat d'Haiti (HUEH), the renovation of Hurricane Matthew-damaged health clinics and Hinche, and the warranty of NCHS and HUJ Pediatrics Ward.
