The Integrated Land and Resource Governance II (ILRG II) Task Order aims to provide support to the Land and Resource Governance (LRG) Division in the Center for Natural Environment in the Bureau of Resilience, Environment and Food Security (REFS) at the United States Agency for International Development (USAID).

Abstract
The primary objective of ILRG II is to develop, implement, assess, and evaluate interventions that secure land tenure and resource rights and strengthen LRG systems. This support will help identify constraints and barriers to secure land and resource governance, ultimately contributing to multiple development objectives, including combating climate change, promoting food security, and supporting biodiversity conservation. ILRG II will provide technical assistance services to strengthen and secure the land tenure and resource rights of women, men, Indigenous Peoples, local communities, youth, persons with disabilities, and other marginalized and underrepresented populations in USAID-presence countries. The initiative aims to improve the LRG systems responsible for implementing these rights and strengthen the capacity of stakeholders to advocate for their own rights. ILRG II will also support rigorous research and analysis to improve understanding of what works and does not work to achieve these outcomes, including the linkages between land and resource governance and other development outcomes. To achieve its objectives, ILRG II seeks to strengthen enabling environments to promote inclusive land governance, improve land tenure and property rights, and enhance the capacity of stakeholders to advocate for their rights. The initiative will also support the development of policies and regulations that promote inclusive land governance and the implementation of these policies through technical assistance and capacity building. Additionally, ILRG II will support the development of innovative solutions to address land and resource governance challenges, including the use of technology and innovative financing mechanisms. In Zambia, ILRG II is working to improve land governance and secure land tenure and resource rights for local communities. The initiative is supporting the development of policies and regulations that promote inclusive land governance and the implementation of these policies through technical assistance and capacity building. ILRG II is also working with local communities to develop and implement community-led land use planning and management systems, which will help to secure land tenure and resource rights for local communities. ILRG II is also supporting the development of innovative solutions to address land and resource governance challenges in Zambia. The initiative is working with local stakeholders to develop and implement innovative financing mechanisms to support land and resource governance, including the use of impact investing and crowdfunding. Additionally, ILRG II is supporting the development of technology-based solutions to improve land governance, including the use of geographic information systems (GIS) and remote sensing technologies. Overall, ILRG II is working to promote inclusive land governance and secure land tenure and resource rights for local communities in Zambia. The initiative is supporting the development of policies and regulations that promote inclusive land governance, improving land tenure and property rights, and enhancing the capacity of stakeholders to advocate for their rights.
