Abstract
The program was implemented by RTI International from April 22, 2021, to September 30, 2021, as part of the USAID Jifunze Uelewe Activity. The program's primary objective was to improve learning outcomes in Tanzania by strengthening the capacity of local and regional governments, increasing community support for safe and inclusive learning environments, and improving literacy, numeracy, and social-emotional instruction by teachers. The program's work plan was divided into three outcomes, each with specific indicators and results. Outcome 1 focused on improving literacy, numeracy, and social-emotional instruction by teachers. This outcome was achieved through in-service training to teachers and education officials, continuous professional development, and the availability of inclusive teaching and learning materials. The program reported that in-service training to teachers and education officials improved, with 100% of teachers and education officials receiving training. Continuous professional development was also strengthened, with 90% of teachers participating in professional development activities. Outcome 2 focused on strengthening the capacity of local and regional governments to sustain improved learning outcomes. This outcome was achieved through capacity building of local and regional government to plan, budget, and implement curriculum, as well as the capacity to collect and utilize data to improve learning outcomes. The program reported that the capacity of local and regional government to plan, budget, and implement curriculum improved, with 80% of local and regional government officials receiving training. Outcome 3 focused on increasing community support for safe and inclusive learning environments. This outcome was achieved through engagement of communities to support a safe and inclusive learning environment and reading skills practice outside of school. The program reported that engagement of communities to support a safe and inclusive learning environment enhanced, with 90% of communities participating in the program. The program also reported on cross-cutting activities, including gender responsiveness, grants under contract, government relations, coordination with USAID and partners, and development partner coordination. The program reported that gender responsiveness was strengthened, with 80% of program activities addressing gender equality. In terms of finance and operations, the program reported on procurement, finance, cost overruns, human resources, and administration. The program reported that procurement activities were conducted in accordance with USAID regulations, and that finance and administration activities were managed effectively. The program's achievements were documented in various appendices, including a financial statement, summary of international short-term technical assistance visits, anticipated international travel, accomplishments compared with performance standards, progress on performance indicators, deliverables submitted to the Development Experience Clearinghouse, procurement activities, total beneficiaries trained, and success stories. Overall, the Jifunze Uelewe Activity made significant progress in improving literacy, numeracy, and social-emotional instruction in Tanzania, strengthening the capacity of local and regional governments, and increasing community support for safe and inclusive learning environments. The program's achievements demonstrate its commitment to improving learning outcomes in Tanzania and its ability to implement effective programs that address the needs of local communities.
