Abstract
The primary objective of the Activity is to sustainably improve literacy and numeracy skills for all pre-primary through Standard 4 pupils in the targeted regions of Iringa, Morogoro, Mtwara, Ruvuma, and Zanzibar. The Activity aims to ensure safe and inclusive learning environments for all pupils, with a focus on children with disabilities. The Activity is guided by a Theory of Change, which posits that improved literacy and numeracy skills will lead to better learning outcomes, increased access to education, and improved socio-economic outcomes for pupils and their communities. The Activity's approach is centered on the 3Rs (reading, writing, and arithmetic) and is designed to be sustainable and scalable. The Jifunze Uelewe Activity will be implemented through a Performance Management Approach, which involves the use of data to inform decision-making and track progress towards the Activity's objectives. The Activity will collect and manage data through various mechanisms, including the School Information System, Decentralized Periodic Learning Assessment, Ward Education Officer and Subject Advisor Survey, Feedback School Data Collection, and Virtual Continuous Professional Development. The Activity will also engage with third-party evaluators to conduct independent assessments of its progress and impact. The Evaluation Design and Implementation plan outlines the methodology and sampling strategy for the evaluations, which will focus on the impact of the Activity on learning outcomes for pre-primary through Standard 4 pupils. The Collaborating, Learning and Adapting Plan outlines the mechanisms for sharing knowledge and best practices among stakeholders, including the Government of the United Republic of Tanzania, the Revolutionary Government of Zanzibar, and other partners. The plan also outlines the procedures for adapting the Activity's approach in response to emerging challenges and opportunities. The Integrated Monitoring and Evaluation Team will be responsible for implementing the Activity's MEL plan, which includes the development and implementation of performance indicators, data collection and management, and data quality assurance procedures. The team will work closely with the GOT and GOZ counterparts to ensure that the Activity's MEL plan is aligned with national priorities and standards. The Activity's MEL plan includes a range of performance indicators, including monitoring indicators, performance indicators, and outcome indicators. The indicators are designed to track progress towards the Activity's objectives and provide a basis for decision-making and adaptation. The plan also outlines the procedures for data quality assurance, including data flow, internal data quality assurance, and external data quality assessment. The Activity's Evaluation Design and Implementation plan outlines the methodology and sampling strategy for the evaluations, which will focus on the impact of the Activity on learning outcomes for pre-primary through Standard 4 pupils. The plan includes a range of evaluation instruments, including the Decentralized Periodic Learning Assessment, Early Grade Reading Assessment, and Early Grade Mathematics Assessment. The Activity's MEL plan is designed to be flexible and adaptable, with a focus on continuous learning and improvement. The plan includes a range of mechanisms for sharing knowledge and best practices among stakeholders, including the use of data and information systems, workshops and training events, and other forms of collaboration and communication.
