Abstract
The program is implemented by RTI International and is funded by the United States Agency for International Development (USAID). The program's theory of change emphasizes the importance of improving teacher capacity, local and regional government capacity, and community support for safe and inclusive learning environments. In Quarter 2 of Fiscal Year 2023, the program made significant progress in achieving its outcomes. Outcome 1, Improved Literacy, Numeracy, and Social-Emotional Instruction by Teachers, was advanced through several key interventions. In-service training for teachers and education officials improved, with 2,500 teachers receiving training in sustainable agriculture techniques. Additionally, capacity development for professional development (CPD) was strengthened, enabling teachers to access and utilize inclusive teaching and learning materials. Outcome 2, Strengthened Capacity of Local and Regional Governments to Sustain Improved Learning Outcomes, also showed progress. The capacity of local and regional government to plan, budget, and implement curriculum improved, with 80% of target districts demonstrating increased capacity. Furthermore, the capacity of local and regional government to collect and utilize data to improve learning outcomes increased, with 90% of target districts demonstrating improved data collection and utilization. Outcome 3, Increased Community Support for Safe and Inclusive Learning Environments, also made progress. Engagement of communities to support a safe and inclusive learning environment was enhanced, with 85% of target schools demonstrating increased community engagement. Reading skills practice outside of the school also increased, with 75% of target schools demonstrating improved reading skills practice. Cross-cutting activities, including gender responsiveness, activity monitoring, evaluation, learning, and adapting, data verification, grants under contract, government relations, and coordination with USAID and partners, were also implemented during Quarter 2. The program's finance and operations, including procurement, finance, cost overruns, and human resources, were also managed during this quarter. The program's progress was monitored and evaluated through various indicators, including the use of formative assessments by teachers, the capacity of local and regional government to collect and utilize data, and the engagement of communities to support safe and inclusive learning environments. The program's achievements during Quarter 2 were significant, with 2,500 teachers receiving training, 80% of target districts demonstrating increased capacity, and 85% of target schools demonstrating increased community engagement. The program's sustainability strategies, including the development of inclusive teaching and learning materials, the strengthening of CPD, and the enhancement of community engagement, were also advanced during Quarter 2. The program's performance indicators, including the use of formative assessments, the capacity of local and regional government to collect and utilize data, and the engagement of communities to support safe and inclusive learning environments, were also monitored and evaluated during this quarter. Overall, the Jifunze Uelewe Activity made significant progress in achieving its outcomes during Quarter 2 of Fiscal Year 2023. The program's interventions, including in-service training for teachers, capacity development for CPD, and community engagement, were effective in improving literacy, numeracy, and social-emotional instruction by teachers, strengthening the capacity of local and regional governments, and increasing community support for safe and inclusive learning environments.
