Abstract
The program is implemented by RTI International, in partnership with the United States Agency for International Development (USAID). The program's goal is to strengthen the capacity of local and regional governments to plan, implement, and implement curriculum, as well as to increase the capacity of local and regional governments to collect and utilize data to improve learning outcomes. The program's activities are divided into three outcomes: Improved Literacy, Numeracy, and Social-Emotional Instruction by Teachers; Strengthened Capacity of Local and Regional Governments to Sustain Improved Learning Outcomes; and Increased Support for Safe and Inclusive Learning Environments. The program's interventions include in-service training to teachers and education officials, continuous professional development support to teachers, and inclusive teaching and learning materials (TLMs) for teachers and children. The program's results framework includes indicators such as improved literacy, numeracy, and social-emotional instruction by teachers, as well as increased capacity of local and regional governments to plan, implement, and implement curriculum. The program's monitoring and evaluation plan includes data collection at feedback forms, use of electronic data collection tools, and verification of TLMs distributed and of community-led organizations (COLs) conducted at the school level. The program's sustainability plan includes strategies such as building the capacity of local and regional governments to plan, implement, and implement curriculum, as well as increasing the capacity of local and regional governments to collect and utilize data to improve learning outcomes.
