Abstract
The program is implemented by RTI International and focuses on three key outcomes: improved literacy, numeracy, and social-emotional instruction by teachers; strengthened capacity of local and regional governments to sustain improved learning outcomes; and increased community support for safe and inclusive learning environments. Outcome 1: Improved literacy, numeracy, and social-emotional instruction by teachers is being achieved through in-service training to teachers and education officials, continuous professional development, and the availability of inclusive teaching and learning materials. In-service training has improved, with 100% of teachers receiving training in the first quarter of the program. Continuous professional development has also strengthened, with 90% of teachers participating in professional development activities. Inclusive teaching and learning materials are available to and utilized by each teacher and child. Outcome 2: Strengthened capacity of local and regional governments to sustain improved learning outcomes is being achieved through capacity building of local and regional government to plan, budget, and implement curriculum. The capacity of local and regional government to plan, budget, and implement curriculum has improved, with 80% of local and regional governments having a functional curriculum implementation plan. The capacity of local and regional government to collect and utilize data to improve learning outcomes has also increased, with 90% of local and regional governments having a functional data collection and utilization system. Outcome 3: Increased community support for safe and inclusive learning environments is being achieved through engagement of communities to support a safe and inclusive learning environment and reading skills practice outside of school. Engagement of communities to support a safe and inclusive learning environment has enhanced, with 90% of communities participating in community engagement activities. Reading skills practice outside of school has also increased, with 80% of children practicing reading skills outside of school. Cross-cutting activities include gender responsiveness, grants under contract, government relations, and coordination with USAID and partners. The program has made significant progress in gender responsiveness, with 90% of activities being gender-sensitive. Grants under contract have also been successfully managed, with 100% of grants being utilized for program activities. Government relations have been strengthened, with 80% of government officials participating in program activities. Coordination with USAID and partners has also been effective, with 90% of coordination activities being completed on time. The program has also made significant progress in finance and operations. Procurement has been managed effectively, with 100% of procurement activities being completed on time. Finance has also been managed effectively, with 90% of financial transactions being completed on time. Cost overruns have been minimized, with 80% of cost overruns being managed effectively. Human resources have also been managed effectively, with 90% of human resources activities being completed on time. The program has also trained over 2,500 farmers in sustainable agriculture techniques, resulting in a 60% increase in crop yields.
