Abstract
The activity focuses on in-service teacher training, coaching, and mentoring to support the continuous professional development of teachers and administrators. Cluster-based in-person training and virtual content delivery are used to reinforce in-service teacher training, with virtual content provided through interactive voice response (IVR) and short message service (SMS) messages to teachers via mobile phones. The activity's objectives are to set clear expectations for classroom practice, implement technical activities for classroom instruction, and monitor and support learning in reading, writing, and arithmetic. To achieve these objectives, the activity employs various strategies, including in-person training, self-directed learning through virtual continuous professional development (vCPD), coaching, and mentoring. The vCPD content is structured as lessons for teachers to complete independently, with virtual content guiding discussions during Community of Learning (COL) meetings. The activity's training and mentoring plan focuses on building individual and institutional capacity to support three objectives: setting clear expectations for classroom practice, implementing technical activities for classroom instruction, and monitoring and supporting learning in reading, writing, and arithmetic. The plan outlines specific strategies for achieving these objectives, including in-person training, self-directed learning through vCPD, coaching, and mentoring. The activity's coaching and mentoring strategy involves peer-to-peer formal discussions among teachers, peer-led observations, and actions for addressing classroom instruction and improving pupils' learning. The activity's virtual content delivery system allows teachers to receive and interact with content using feature phones in low-bandwidth areas. The system also enables teachers to share their understanding of teaching and learning strategies during COL meetings. The activity's training and mentoring plan is designed to promote sustainability by supporting Education Managers from the Education Managers from the Government of Tanzania and the Revolutionary Government of Zanzibar through on-the-job support. The plan also aims to ensure the completion of vCPD content by teachers, with virtual content guiding discussions during COL meetings. The activity's focus on building individual and institutional capacity is expected to improve literacy and numeracy skills for pre-primary through Standard 4 pupils in the five regions of Tanzania. The activity's training and mentoring plan is designed to promote sustainability and ensure the sustainability of the activity's impact after the closeout of the activity.
