Abstract
The project aimed to provide an integrated approach across three key functions: knowledge generation, knowledge dissemination, and knowledge application. The CEL Project was designed to build upon and expand the body of evidence-based knowledge in the land sector through rigorous impact and performance evaluations, research, and analysis. The CEL Project's approach was guided by key principles and concepts that emphasized the importance of building capacity among key stakeholders, including USAID, USG partners, host country governments, and civil society. The project viewed knowledge generation, dissemination, and application as an integrated system, where each element influenced the others. The CEL Project aimed to make evidence-based decision making more effective by engaging in intentional and effective listening, building trustful relationships, and making evidence more accessible to the field. The project's scope included implementing a range of activities, including evaluation, research, assessments, and communications. The CEL Project was responsible for providing active capacity building and support to ensure that knowledge was applied by key stakeholders to improve decision-making, policies, program design, program implementation, and program monitoring and evaluation. The project's geographic focus was on the Land and Urban Office, with a specific emphasis on the USAID Land team. The team consisted of land staff with diverse experience and expertise in land-related development issues. The CEL Project aimed to model reflective and adaptive practices, assess and measure its own performance, and remain focused on its goal of improving USAID and USG capacity to address land challenges. The project's work plan outlined several key tasks, including evaluation, research, assessments, and communications. The evaluation component involved conducting impact evaluations, performance evaluations, and performance evaluations. The research component included primary research, secondary research, and local research. The assessments component involved conducting assessments and pilots, while the communications component included organizing, distilling, and effectively communicating findings, best practices, and knowledge to key stakeholders. The project's staffing and management structure were designed to ensure effective implementation of the CEL Project.
