Abstract
Agency for International Development (USAID). ICED II aims to assist the Government of Indonesia in developing effective policies, a controlled environment, and low-emission development in the energy sector, while attracting investment from the public and private sectors in clean energy development. As a recognition of USAID/Indonesia's increasing attention to science, technology, and innovation, ICED II is also expected to support the development of clean energy technology and human capacity. ICED II was developed based on the progress achieved and lessons learned from the Clean Energy Development (CED) program under USAID/Indonesia. The CED program, which is part of the Country Development Cooperation Strategy (CDCS) USAID 2010-2014, consists of four projects: 1) Indonesia Clean Energy Development (ICED), 2) Capacity for Indonesian Reduction of Carbon in Land Use and Energy (CIRCLE), 3) U.S.-Indonesia Geothermal Education Capacity Building, and 4) Energy Utility Partnership Program (EUPP) between PLN and Hawai’i Electric Company. ICED II is considered a "continuation" of the ICED project, which ended on February 17, 2015. ICED II focuses on the status of ICED interventions at the end of its implementation period (as documented in the ICED final report), changes in the Government of Indonesia's partners and the clean energy market, rebuilding partnerships with public and private sector partners, and placing ICED II to take advantage of the momentum of the ICED project to achieve its goals and target results. ICED II directly supports the Development Objective (DO) 3 in the CDCS USAID Indonesia 2014-2018, which is "Global Priorities for Shared Progress." The project's objectives and tasks are related to the Immediate Result (IR) 3.3 in DO 3, which is "Climate Change Mitigation and Resilience to Support Environmental Friendly Economic Growth," and Sub-IR 3.3.1: "Foundation for Low-Carbon Energy System." The overall goal of ICED II is to strengthen the foundation for a low-carbon energy system in Indonesia. Its components contribute to the Government of Indonesia's target to increase access/ketahanan in the sector, while supporting national efforts to control greenhouse gas emissions (GRK). At the end of its implementation, ICED II is expected to achieve the following main results: 1. At least 4.5 million tons of GRK emissions, calculated in metric tons CO2e, are reduced, absorbed, stored, and/or avoided due to USAID assistance. 2. At least $800 million in investment is generated from public and private sector sources to mitigate climate change due to USAID assistance. 3. At least 5 million more people have access to clean energy. 4. At least 20 institutions experience increased capacity to handle climate change issues due to USAID assistance. 5. At least 20 laws, policies, strategies, plans, or regulations on climate change mitigation are proposed, adopted, or implemented due to USAID assistance. In addition, ICED II has a number of component-level targets and expected results.
