Performance Management and Support Program for Lebanon II (PMSPL II) Annual Report FY2018

The program began on October 1, 2017, and concluded on September 30, 2018. PMSPL II was implemented by Social Impact, Inc. under a contract with the United States Agency for International Development. The program's primary objectives were to enhance USAID's Monitoring, Evaluation, and Learning (MEL) activities, increase direct support to USAID's program management, and enhance USAID's architecture and engineering services. To achieve these objectives, PMSPL II implemented a range of activities, including quarterly reports, work plan meetings, and key activities status updates. One of the key challenges encountered by PMSPL II in FY2018 was managing the program's scope and ensuring that all activities were aligned with the program's objectives. Despite this challenge, PMSPL II made significant progress in achieving its objectives, including enhancing USAID's MEL activities and increasing direct support to USAID's program management. PMSPL II also implemented a range of activities aimed at enhancing USAID's architecture and engineering services, including the development of a GIS database and the implementation of a heat map to show the density of beneficiaries in different regions. Additionally, PMSPL II conducted a range of evaluations and assessments, including a final evaluation of the LIVCD program and an evaluation of the bCAP program. The program's results were mixed, with some activities achieving significant progress and others facing challenges. However, overall, PMSPL II made significant contributions to enhancing the effectiveness of USAID's program management in Lebanon. The program's lessons learned and critical assumptions are outlined in the report, providing valuable insights for future program implementation.
