Abstract
The two programs have distinct monitoring, evaluation, and learning needs, and the METAL Task Order was designed to address these requirements. The METAL Task Order was implemented in two branches, with tailored services for each program. USAID/Libya required third-party monitoring and evaluation services, as well as support in efforts to gain and apply knowledge derived from monitoring and evaluation to inform its program and strategy decisions. Key achievements of the METAL Task Order in FY 2018 include the provision of monitoring and verification (M&V) services. METAL began conducting M&V site visits in April, with a phased roll-out that involved close coordination and feedback from implementing partners. By August, all implementing partners had been covered, and by the end of FY 2018, 40 site visits had been conducted. METAL also monitored equipment delivered by UNDP, with five sets of equipment being monitored during the year. In addition, METAL coordinated with USAID's Libyan Foreign Service Nationals to monitor events in Tripoli, with 33% of the events listed in the Monthly Round-ups being monitored by METAL and FSNs during the fourth quarter. The METAL Task Order also supported the development of data collection tools for M&V, with a consultant being hired on March 5 to develop these tools. Five different forms were developed, including forms for events, equipment, renovations, and other activities. The METAL Task Order was required to submit an annual report, which is presented in this document. The report provides an overview of the key achievements and activities of the METAL Task Order in FY 2018, and highlights the progress made towards achieving the intermediate results of the Task Order. The intermediate results of the METAL Task Order include improved access to relevant and reliable evidence for decision-making, adaptive management support, and improved institutional M&E capacity of USAID/Tunisia and USAID/Libya. The Task Order has made significant progress towards achieving these intermediate results, with key achievements including the provision of M&V services, the development of data collection tools, and the support of implementing partners. The METAL Task Order has also faced challenges, including the cancellation of most activity during Ramadan and the deliberate pace of the pilot phase. However, the Task Order has adapted to these challenges and has continued to make progress towards achieving its objectives. The METAL Task Order will continue to support USAID/Tunisia and USAID/Libya in FY 2019, with activities planned to include the continuation of M&V services, the development of new data collection tools, and the support of implementing partners. The Task Order will also continue to work towards achieving its intermediate results, including improved access to relevant and reliable evidence for decision-making, adaptive management support, and improved institutional M&E capacity of USAID/Tunisia and USAID/Libya. The METAL Task Order has been successful in achieving its objectives in FY 2018, and will continue to play an important role in supporting USAID/Tunisia and USAID/Libya in FY 2019. The Task Order has demonstrated its ability to adapt to challenges and to make progress towards achieving its objectives, and will continue to be an important partner for USAID in the region. The METAL Task Order has also supported the development of the Libya Consensus Building Activity (LCB) and the Libya Elections and Governance Support Activity (LEGS), among other activities. The Task Order has provided M&V services and other forms of support to these activities, and has helped to ensure that they are implemented effectively and efficiently. In addition to its work with USAID/Libya, the METAL Task Order has also supported the development of the Libya Economic Stabilization Program (LESP) and the Private Sector Engagement for Stabilization Activity (PSES). The Task Order has provided M&V services and other forms of support to these activities, and has helped to ensure that they are implemented effectively and efficiently. The METAL Task Order has also supported the development of the Middle East Regional Platform (MERP) and the Monitoring and Evaluation Specialist for Libya (MESL). The Task Order has provided M&V services and other forms of support to these activities, and has helped to ensure that they are implemented effectively and efficiently.
