Abstract
The program aims to provide monitoring, evaluation, and learning (MEL) services to support the achievement of USAID/Tunisia's Country Development Cooperation Strategy (CDCS) goals and development objectives. The METAL Activity is divided into three intermediate results: Improved Access to Relevant and Reliable Evidence for Decision-Making, Adaptive Management Support, and Improved Institutional M&E Capacity of USAID/Tunisia and USAID/Libya. The first intermediate result focuses on providing monitoring support to USAID/Tunisia, including reviewing project-level MEL plans and implementing partner activity monitoring, evaluation, and learning plans (AMELPs). During the fourth quarter of FY 2018, METAL reviewed USAID/Tunisia's project-level MEL plans, including the review of the new 2018 F indicators list. METAL also provided feedback to implementing partners, including Mashroui3i, on their updated AMELPs. The status of each implementing partner's AMELP is as follows: TADAEDELTA, CEPPS, Mashrou3i, Small Enterprise Assistance Funds, and FIRST. The second intermediate result focuses on adaptive management support, including collaboration, learning, and adaptation (CLA) activities. METAL conducted CLA activities during the quarter, including a working session with the newly appointed EG Director to discuss changes to the indicators list. The third intermediate result focuses on improving the institutional M&E capacity of USAID/Tunisia and USAID/Libya. METAL provided capacity building support to USAID/Tunisia and its local partners, including training and technical assistance. The METAL Activity also submitted quarterly deliverables, including the METAL Indicator Tracking Table, which is attached as Annex 1. The table provides an overview of the indicators and their status. The METAL Activity faced several challenges during the quarter, including delays in receiving updated AMELPs from some implementing partners. METAL also encountered challenges in reviewing the new 2018 F indicators list due to the Acting PO Director's absence. Despite these challenges, METAL made significant progress during the quarter, including reviewing USAID/Tunisia's project-level MEL plans and providing feedback to implementing partners. METAL also conducted CLA activities and provided capacity building support to USAID/Tunisia and its local partners. The METAL Activity has several activities planned for the next quarter, including reviewing the updated AMELPs from implementing partners and conducting CLA activities. METAL will also continue to provide capacity building support to USAID/Tunisia and its local partners. The METAL Activity is committed to providing high-quality MEL services to support the achievement of USAID/Tunisia's CDCS goals and development objectives. The activity will continue to work closely with USAID/Tunisia and its implementing partners to ensure the effective implementation of the CDCS. The METAL Activity has several key indicators that measure its progress, including the number of implementing partners that have reviewed and updated their AMELPs, the number of CLA activities conducted, and the number of capacity building activities provided to USAID/Tunisia and its local partners. The METAL Activity is funded by the United States Agency for International Development (USAID) and is implemented by International Business & Technical Consultants, Inc. (IBTCI). The activity is managed by a team of experts who have extensive experience in MEL and capacity building. The METAL Activity has several key stakeholders, including USAID/Tunisia, USAID/Libya, implementing partners, and local partners. The activity works closely with these stakeholders to ensure the effective implementation of the CDCS and the achievement of its development objectives. The METAL Activity has several key deliverables, including the METAL Indicator Tracking Table, which provides an overview of the indicators and their status.
