Abstract
The project aims to provide 70% of Dura city's population with a more reliable and frequent water supply. The proposed new reservoir will allow the Palestinian Water Authority (PWA) to provide water to almost all neighborhoods of Dura city, despite the topographical challenges of the area. The project scope of work includes the construction of a new Dura at-grade reservoir with a capacity of 2,000 m³, construction of new Dura main transmission pipelines approximately 1.50 km, and expansion of Dura distribution network pipelines approximately 4.40 km. The project is located in Dura, Hebron Governorate, and is owned by the Palestinian Water Authority (PWA). The donor and client are the United States Agency for International Development (USAID). The project has a contract value of $4,165,648.40, with an original BOQ price of $3,965,648.40 and an original day work amount of $200,000.00. The original project duration was 330 calendar days, with an original completion date of September 17, 2018. However, due to modifications, the modified BOQ price is $4,035,043.50, the modified day work amount is $130,604.90, and the modified project duration is 344 calendar days with a modified completion date of October 1, 2018. As of May 2018, the contract has elapsed 64.24% (221 days), with a planned percentage of completion of 54.66% and an actual percentage of completion of 43.06%. The project has a float of -21 days, indicating that the project is behind schedule. The number of beneficiaries is 27,723 persons. The project has a team of key personnel, including the Task Order Manager, Rabah Najajreh, who was approved on November 20, 2017, and started on November 1, 2017. The Quality Control Manager, Mohammad Abu Shkadem, was approved on November 3, 2017, and started on October 23, 2017. The Safety and Environmental Compliance Officer, Jameel Al Qaisi, was approved on January 26, 2018, and started on January 31, 2018. The project has made progress in various areas, including construction, safety, and environmental compliance. However, there are still challenges to be addressed, including the need to complete the construction of the new Dura at-grade reservoir and the expansion of the Dura distribution network pipelines.
