Abstract
The project's monitoring and evaluation plan is designed to track progress toward achieving its objectives. The project's objectives and principles are outlined in Section 1 of the plan. The qualitative performance monitoring approach focuses on assessing the project's impact and effectiveness in addressing climate change and promoting resilience. The evaluative approach is based on a methodological framework that emphasizes the importance of understanding the context and assumptions underlying the project's design. The project's performance indicators are outlined in Section 2 of the plan. The monitoring and evaluation hierarchy is structured to track progress toward achieving the project's high-level results and task-level results. The approach to indicator development emphasizes the importance of selecting indicators that are relevant, measurable, and achievable. The project's monitoring and evaluation systems are outlined in Section 3 of the plan. The data collection, storage, and processing systems are designed to ensure the accuracy and reliability of data. The roles and responsibilities of project staff and partners are clearly defined to ensure effective collaboration and coordination. The performance indicator reference sheets (PIRS) are outlined in Section 4 of the plan. The PIRS provide a detailed description of the project's performance indicators, including the high-level results and task-level results. The PIRS are organized into six high-level results and five task-level results, each with multiple indicators. The Mekong ARCC Resilience Model Framework is outlined in Annex A of the plan. The framework provides a conceptual model for understanding the relationships between climate change, resilience, and development outcomes. The project's results framework and summary of indicators are outlined in Section 2 of the plan. The results framework provides a comprehensive overview of the project's objectives, outcomes, and indicators. The summary of indicators provides a concise description of the project's performance indicators and their corresponding targets. Overall, the monitoring and evaluation plan for the APIK project provides a comprehensive framework for tracking progress toward achieving its objectives. The plan emphasizes the importance of understanding the context and assumptions underlying the project's design and selecting indicators that are relevant, measurable, and achievable.
