Abstract
The program is implemented by A.A. Associates and Techno Consult International, in collaboration with MIMDR Environmental Team. The training session, held on April 10, 2019, at the WAPDA Administrative Staff College (WASC) in Islamabad, focused on three critical themes: Environmental Law of Pakistan, Spill Management, and Working in Confined Spaces. The training aimed to equip participants with the necessary skills to assess project compliance with environmental requirements, develop spill management plans, and ensure worker safety while working in confined spaces. The training methodology adopted an interactive learning approach, using PowerPoint presentations, photographic demonstrations, interactive discussions, field experience sharing, and videos to illustrate key concepts. The training material was provided to all participants, and certificates were distributed at the end of the session. A total of 21 staff members from five USAID-funded projects and other stakeholders participated in the training, including project directors, chief engineers, senior and junior engineers from Water and Power Development Authority (WAPDA) and National Transmission and Dispatch Company (NTDC), staff from contractors and consultants, and representatives from Environment and Social Impact Cell of NTDC and WAPDA Environment Cell. The training agenda included presentations on Environmental Law of Pakistan, Spill Management, and Working in Confined Spaces, as well as interactive discussions and exercises. The facilitators, led by Dr. Sardar Ahsan Younus, Environmental Expert-MIMDR, provided detailed information on the history of environmental legislation in Pakistan, the Pakistan Environmental Protection Act (PEPA) 1997, and the Initial Environmental Examination/Environmental Impact Assessment Regulations. The training session was formally welcomed by Hydropower Expert-MIMDR, who highlighted MIMDR's role in monitoring energy projects to ensure compliance with project EMMPs. Mr. Imran Yousuf Qureshi, Principal-WASC, thanked USAID and MIMDR for arranging the session and emphasized the importance of the training theme for WASC, WAPDA, and NTDC. The training program aimed to enhance the capacity of project staff to manage oil spills and ensure worker safety while working in confined spaces, in compliance with USAID regulations and Pakistan's environmental protection legislation. The training session was a step towards building institutional capacity and competence of stakeholders on critical themes, with the ultimate goal of achieving compliance levels deemed necessary in the EMMP of respective projects.
