Abstract
The project involves the development of the Waran Canal and the Gomal Zam Dam, which will provide irrigation facilities to farmers in the area. The project's scope of services includes monitoring and milestone verification, as well as providing technical assistance to the Project Implementation Unit (PIU). The A-E Services for Monitoring and Milestone Verification of USAID-Funded Waran Canal and Gomal Zam Dam Command Area Development Project in Khyber Pakhtunkhwa is responsible for ensuring that the project is implemented in accordance with the agreed-upon plans and timelines. During the quarter from January 1, 2018 to March 31, 2018, the A-E Services team conducted a site visit to the Waran Canal and Gomal Zam Dam Command Area Development Project. The team verified the milestone certification of Payment Number 14 of Package-E and Payment Number 11 of Package-GI, as well as monitored the ongoing packages of the Waran Canal Project. Additionally, the team reviewed and certified the PIU invoices for the inauguration of watercourses by the Provincial Secretary Agriculture and Livestock, and verified the farmer's orientation training and additional 40 trainees' verification for the earlier imparted Livestock Management training to 41 Water User Associations (WUAs) in May-June, 2017. The team also reviewed and cleared the contract of Social Mobilization and Capacity Building Consultant of PIU, M/S Taaleem Foundation, and submitted the first comments on the M/S Taaleem Foundation Inception report for improvement. Furthermore, the team reviewed the Terms of Reference (ToRs) for the PIU positions of Communication and Procurement Specialists, and prepared and submitted the Task Order Annual Work Plan - 2018 and Quality Assurance Plan, including the Contractor's Quality Management Plan for - 2018, for USAID review and clearance. The team also prepared and submitted the Site Visit Report No.8 of GZD-CADP, Site Visit Report No. 9 of Waran Canal, and Quarterly Progress Report No 8 (October-December), 2017 during the quarter. Additionally, the team organized and registered a database of 184 Water User Associations organized by the OFWM Department for tracking future records, and verified and issued certificates for Invoice No. 1 and 3 and revised Invoice No. 2 for the formation and registration of WUAs. A Joint Project Review Meeting was conducted on February 14, 2018, in Islamabad, which was attended by M/S Taaleem Foundation, Design and Supervision Consultant (NESPAK), USAID, HPK, and PIU of GZD--CADP. A coordination meeting was also held on March 2, 2018, at WAPDA Rawal Rest house to discuss progress and issues on Waran Canal Implementation Phase, which was attended by WAPDA GM (North), Chief Engineer, and Project Director Waran Canal, Construction Manager, Management Consultant of WAPDA, USAID COR, and Finance Specialist, and HPK. The project's progress and issues were also discussed in a coordination meeting held on March 2, 2018, at WAPDA Rawal Rest house, which was attended by USAID, HPK, KPMG, and Project Director PIU of GZD-CADP. The meeting aimed to discuss and agree on measures to address the project's challenges and ensure its successful implementation. The project's implementation is being monitored and verified by the A-E Services team, which is responsible for ensuring that the project is implemented in accordance with the agreed-upon plans and timelines. The team's activities during the quarter have been focused on verifying milestones, monitoring progress, and providing technical assistance to the PIU. The project's progress has been satisfactory, with the team verifying the milestone certification of Payment Number 14 of Package-E and Payment Number 11 of Package-GI, and monitoring the ongoing packages of the Waran Canal Project. The team has also reviewed and cleared the contract of Social Mobilization and Capacity Building Consultant of PIU, M/S Taaleem Foundation, and submitted the first comments on the M/S Taaleem Foundation Inception report for improvement. The project's implementation is expected to continue in the next quarter, with the team focusing on verifying milestones, monitoring progress, and providing technical assistance to the PIU. The project's progress will be closely monitored and verified by the A-E Services team to ensure that it is implemented in accordance with the agreed-upon plans and timelines.
