Abstract
The projects are being implemented by APCO/ArCon under Task Order No. AID-294-TO-16-00001, with a contract value of $8,616,240. The Hebron Southern Entrance Road project, also known as Project 01, involves the reconstruction of approximately 1.1 km of a four-lane urban main road, including the construction of a divided four-lane road with sidewalks, on-street parking lots, drainage system, street lighting, and reinforced concrete retaining walls. The project also includes the construction of a major septic tank, replacement of 0.3 km of the existing 12" sewer line, and reconstruction of approximately 1.0 km of two-lane internal roads. The Hebron Northern Entrance Road project, also known as Project 02, involves the rehabilitation of approximately 0.25 km of the Hebron northern entrance road, including intersection improvement, widening, milling and overlay of approximately 0.42 km of Highway 35, drainage system upgrades, intersection lighting upgrades, and required roadway furniture. The project is also located in the Hebron District and has a project value of $1,002,358.00. The projects are being implemented by Brothers Company for Contracting, with a start of construction date of July 21, 2016, for Project 01, and August 21, 2016, for Project 02. The contractual period of performance for Project 01 is 330 calendar days, with a contractual end date of May 05, 2017, and for Project 02 is 200 calendar days, with a contractual end date of December 26, 2016. As of the reporting period, the actual percentage of completion for Project 01 is 6.03%, and for Project 02 is 6.94%. The planned percentage of completion for Project 01 is 8.59%, and for Project 02 is 9.42%. The projects are behind schedule, with a planned completion date of May 05, 2017, for Project 01, and December 26, 2016, for Project 02. The projects have encountered several obstacles and challenges, including delays in the delivery of materials and equipment, and difficulties in obtaining necessary permits and approvals. The contractor has implemented various measures to mitigate these challenges, including the use of alternative materials and the implementation of a comprehensive health and safety program plan.
