Abstract
The project aims to improve the quality, accessibility, and availability of health and social services in 35 target districts of Uganda. The project's goal is to enhance the capacity of local governments, civil society organizations, and communities to demand and access quality health and social services. The project focuses on improving health service delivery, increasing access to health services, and enhancing community participation in health decision-making. To achieve this, the project implements various interventions, including training of health workers, establishment of community health committees, and support for community-based health initiatives. The project also aims to strengthen the capacity of local governments to manage health services, improve health information systems, and enhance community participation in health planning. Additionally, the project supports the development of community-based health insurance schemes and promotes the use of mobile health technologies to improve access to health services. The project's target districts are located in the northern and eastern regions of Uganda, where health service delivery is often inadequate and access to health services is limited. The project's interventions are designed to address the specific health needs of these districts and to improve the overall health outcomes of the population. The project's approach is based on a participatory and community-led model, which involves working closely with local governments, civil society organizations, and communities to identify health needs and develop solutions. The project also engages with local leaders and decision-makers to advocate for improved health service delivery and increased access to health services. The project's impact is expected to be significant, with improved health outcomes, increased access to health services, and enhanced community participation in health decision-making. The project's success will depend on the effective implementation of its interventions, the engagement of local stakeholders, and the availability of resources to support the project's activities. The project's evaluation will be based on a set of indicators that measure its progress towards achieving its goals. The indicators will include measures of health service delivery, access to health services, community participation in health decision-making, and the capacity of local governments to manage health services. The project's findings and recommendations will be presented in a baseline survey report, which will provide an overview of the current health situation in the target districts, the capacity of local governments and civil society organizations, and the level of community participation in health decision-making. The report will also provide recommendations for improving health service delivery, increasing access to health services, and enhancing community participation in health decision-making.
