Abstract
This ordinance aims to establish the Unidad de Manejo Forestal Comunitario (UMFC) in the San Martín Region, as an instrument for providing services and information to communities and for communities in the region. The UMFC is intended to promote the sustainable management of forest resources, particularly in areas inhabited by indigenous peoples, such as the Awajun, Kichwa, and Shawi (Kanpupiyapi) communities. These communities have been participating in regional policies, including community forest management, and have expressed their need for a more effective and efficient system for managing their natural resources. The ordinance recognizes the importance of respecting the rights of indigenous peoples, including their right to prior consultation and informed participation in decision-making processes that affect their lands, territories, and resources. It also acknowledges the need to promote the conservation and sustainable use of forest resources, as well as the protection of the environment and the well-being of local communities. The UMFC will be responsible for providing technical assistance and support to communities in the San Martín Region, as well as for promoting the development of community-based forest management plans. The ordinance establishes criteria for prioritizing the implementation of the UMFC in areas inhabited by indigenous peoples, with the goal of promoting sustainable development and improving the livelihoods of local communities. The Regional Government of San Martín has a responsibility to promote the development of the region, while also ensuring the exercise of the rights and equality of opportunities of its inhabitants, in accordance with national, regional, and local development plans. The UMFC is seen as a key instrument for achieving this goal, by promoting the sustainable management of forest resources and the well-being of local communities. The ordinance also recognizes the importance of involving local communities in decision-making processes and promoting their participation in the management of their natural resources. It establishes a framework for the implementation of the UMFC, including the establishment of a technical committee to oversee the implementation of the ordinance and provide technical assistance to communities.
