The project aims to support the MoH, nongovernmental organizations, and educational and professional institutions in strengthening their capacities to support a functional and democratic Palestinian health sector. The Flagship Project has identified health finance capacity-strengthening as a key area for improvement, and has worked with the MoH to develop a finance management training module and a health finance capacity-strengthening training program for senior, middle, and junior-level MoH staff. The program will focus on developing and incorporating a finance management training module for the Leadership Development Training Program, and will provide tools, methods, and technical support to the MoH in implementing the program. Meetings were held with MoH senior and middle managers and administrators to gain an understanding of MoH goals and objectives for the finance training module and the Flagship Project. The meetings were held primarily in Nablus, and included senior and middle managers, hospital managers, and administrators from the Central MoH, district MoH, and hospital administration. A finance "launching training module and FCSP" was developed, and a report on financial planning and leadership competencies was prepared. The report will be used to inform the Flagship Project's work plan and to identify areas for improvement in the MoH's finance management capacity. The Flagship Project has also provided support to the MoH in carrying out a costing training session, and has developed a finance training module and a draft plan for the Finance Capacity-Strengthening Program (FCSP). The FCSP will focus on developing and implementing a finance management training program for senior, middle, and junior-level MoH staff, and will provide tools, methods, and technical support to the MoH in implementing the program. The MoH has many strengths and opportunities to achieve its goal of strengthening its capacity to mobilize and manage resources to ensure an equitable, high-quality health system. The MoH has developed a strong policy foundation, including the Palestinian Reform and Development Plan (PRDP) and the National Strategic Health Plan (NSHP), which set out a framework of goals, performance targets, and targets for the health sector. The MoH has also gained the support of the donor community, and has begun to transfer financial authority to line ministries, including the MoH. The MoH employs talented leaders committed to effective finance reform, and is committed to targeting the complex set of finance challenges. The MoH is appreciative of the Flagship Project's support and is committed to working with the project to strengthen its finance management capacity. The Flagship Project has identified a four-pronged integrated approach to address the MoH's interdependent bottlenecks, including: 1. Health systems financing: This module will focus on health sector-wide issues, finance policy reform, and the requirement to build a strong health finance policy. 2. Health finance policy: This module will focus on developing and implementing a health finance policy that is aligned with the PRDP and NSHP. 3. Health finance management: This module will focus on developing and implementing a health finance management system that is aligned with the PRDP and NSHP. 4. Health finance administration: This module will focus on developing and implementing a health finance administration system that is aligned with the PRDP and NSHP. The Flagship Project will work with the MoH to develop and implement the FCSP, and will provide technical support to the MoH in implementing the program. The project will also provide resources and materials to support the MoH in implementing the program. The Flagship Project has made significant progress in strengthening the MoH's capacity in health finance management and administration, and has identified areas for improvement in the MoH's finance management capacity.
