Abstract
The project's main purpose is to ensure the safety and security of IPs, USAID staff, and their operations in Kenya. Weekly Security Information Reports are produced to inform all parties of the current security situation in Kenya, with a particular emphasis on the development sector operating environment. These reports are based on information received from IPs, security databases, and other relevant sources. The reports are written from the viewpoint of how the security situation impacts the development sector in Kenya. Weekly IP Incident Reports are produced to inform all parties of any security incidents and events that have happened to or have the potential to impact IP operations. These reports reflect security incidents reported by IPs and are written from the viewpoint of how the incidents impact the development sector in Kenya. Weekly Activity Reports are produced for monitoring and evaluation purposes, containing pertinent information on contractors' activities provided to IPs. These reports are a dashboard-style report covering PLSO activities over the last week. The project also includes deliverables related to alerting and cascading, including a bulk SMS text message notification system to send notifications to IPs during emergency situations. The system is designed to allow USAID/KEA to account for its IPs and their employees during emergency situations. Databases are established to facilitate storage and retrieval of security incidents and to allow USAID EXO to understand who is enrolled on the PLSO program. The databases are continuously updated and maintained by the PLSO team. Training is provided to IPs on security training providers and available security training programs and providers as vetted by PLSO. The training is conducted as required by the PLSO team. Briefings are provided to IPs on the current state of security in the country and IPs AORs, as well as to newly arrived USAID staff and IP staff. The briefings are conducted quarterly, monthly, and as required. Security advice is provided to IPs on documentation and reporting of security incidents, with the aim of standardizing security incidents reports across IPs. The advice is provided continuously by the PLSO team. The project also includes deliverables related to liaison, including bi-monthly meetings with EXO to report on PLSO and IP activities, coordination of pertinent in-country entities, and participation in OSAC meetings. The PLSO team serves as the security primary point of contact between USAID/KEA and its IPs on security matters. The team also establishes a formal online community, including a WhatsApp group, for information sharing among IPs to support the exchange of pertinent security-related information. Overall, the Project MAELEZO PLSO deliverables are designed to provide a comprehensive security framework for USAID/KEA and its IPs in Kenya, ensuring the safety and security of IPs, USAID staff, and their operations in the country.
