The Power Africa Transactions and Reforms Program (PATRP) is a four-component initiative focused on institutional support, late-stage transaction support, small-scale project support, and regulatory and institutional strengthening.

Abstract
The program is organized into Country Implementation Plans, which align with the Power Africa Roadmap and Power Africa 2.0. As of Q3 FY 2019, most PATRP activities have transitioned to new Power Africa implementing partners. PATRP's work is delivered through a system of Country Implementation Plans, which promote a holistic approach to the program's objectives in each country. The program's four major components are: Objective 1, Institutional Support to the Office of the Coordinator; Objective 2, Late Stage Transaction Support; Objective 3, Support for Small-Scale Projects, Mini-Grids, and Rural Electrification; and Objective 4, Regulatory and Institutional Strengthening and Policy. The program's progress is reported in the Progress Summary, which includes updates on all activities performed during the reporting period. Key results for Q3 FY 2019 include 491 new grid and off-grid anticipated direct connections, with 34,296 actual direct connections. The program has also reached financial close on several transactions, including the Malindi (40 MW) and Bukasa Island Solar Mini-grid (0.1 MW) projects. Additionally, the program has commissioned several new generation projects, including the Kpone IPP (356.8 MW) and Azura-Edo (460.7 MW) projects. PATRP's training and capacity building activities have also been reported, with a total of 113 people trained during the quarter. The program's risk mitigation measures have been utilized, with a total of 47 instances reported. Aggregate losses for Abuja, Eko Lagos, and Benin have also been reported, with decreases in losses for Eko Lagos and Benin. The program's Country Implementation Plans are outlined in Table 1-1, which includes a breakdown of remaining PATRP Country Implementation Plans.
