Abstract
The evaluation assessed the independence and capacity of these institutions to conduct credible supervision of their government programs. The project was funded by the United States Agency for International Development (USAID) and was conducted by DAI Global, LLC. The evaluation focused on the institutions' compliance with relevant laws and regulations, including the Constitution of El Salvador, the Law of Access to Public Information, and the Ley Orgánica de Administración Financiera del Estado (LEAF). The evaluation identified several strengths and weaknesses in the institutions' performance. For example, the IAIP was found to have made significant progress in promoting transparency and participation, with the implementation of tools such as the Portal de Transparencia and the Informe de labores 2017-2018. However, the IAIP was also criticized for its limited capacity to conduct effective supervision of government programs. The Ministry of Health was found to have made some progress in implementing the Ley de Acceso a la Información Pública, but its compliance with the law was inconsistent. The Ministry of Finance was found to have a strong commitment to transparency, with the implementation of the Portal de Transparencia Fiscal and the Informe de fiscalización Ministerio de Hacienda- 19 de Marzo de 2018. The Ministry of Justice and Public Security was found to have a weak commitment to transparency, with limited implementation of the Ley de Acceso a la Información Pública. The evaluation also identified several challenges facing the institutions, including limited resources, inadequate infrastructure, and a lack of political will. The evaluation concluded that the institutions had made progress in implementing the Ley de Acceso a la Información Pública, but that significant challenges remained. The evaluation recommended that the institutions strengthen their capacity to conduct effective supervision of government programs, improve their compliance with the law, and increase their commitment to transparency and participation. The evaluation also identified several best practices that could be replicated by other institutions, including the use of technology to promote transparency and participation, the implementation of clear and consistent policies and procedures, and the establishment of independent oversight bodies. The evaluation recommended that the institutions prioritize the implementation of these best practices in order to improve their performance and increase their accountability to the public. The evaluation was conducted in accordance with the principles of the Alianza para el Gobierno Abierto (AGA), which emphasizes the importance of transparency, participation, and accountability in government. The evaluation was also conducted in accordance with the principles of the Ley de Acceso a la Información Pública, which emphasizes the importance of access to information and the right to know. The evaluation was conducted by a team of experts who were familiar with the institutions and the laws and regulations that govern them. The evaluation was based on a thorough review of the institutions' policies and procedures, as well as interviews with key stakeholders, including government officials, civil society organizations, and the public.
