Abstract
The project seeks to improve the efficiency and effectiveness of the institution, promote task division, enhance control, and orient management towards results and quality. The current organizational structure of MINSAL is extensive and comprehensive, with a clear division of functions necessary for implementing public management processes. However, to implement the new budgeting system based on programs and results, as well as other public management systems, such as procurement, accounting, treasury, and public investment, it is necessary to make organizational and functional adjustments. The proposed re-structuring of MINSAL's organizational structure involves changes at the level of Directions, Units, and Areas. The current structure is presented in an abstract form, highlighting the Units Executing Presupuestarias (UEP) in red. The proposed structure is also presented in an abstract form, with modifications in gray. The re-structuring of MINSAL's functional framework aims to adapt the institution's functions to the changes in the new public management systems. Initially, the proposal addresses the re-structuring of functions to optimize methodological processes, in line with Strategic and Operational Planning, and the Budget by Programs, all oriented towards results, and their respective monitoring and evaluation. The Direction of Planning is responsible for advising and presenting initiatives to the ministerial cabinet, in matters of Planning, Monitoring, Follow-up, and Evaluation (PMSE); institutional organization and modernization; and processes aimed at generating relevant information in the field of health economics. The Unit of Planning is responsible for formulating the Annual Operational Plan (POA) of the direction, unifying PMSE processes in different organizational levels and attention levels of MINSAL, articulating the Superior Level with local levels. The proposal also includes the re-definition of the functions of the different Directions, Units, and Areas of MINSAL, adapting them to the changes in the new public management systems. The re-definition of functions aims to optimize methodological processes, in line with Strategic and Operational Planning, and the Budget by Programs, all oriented towards results, and their respective monitoring and evaluation. The project aims to improve the efficiency and effectiveness of MINSAL, promote task division, enhance control, and orient management towards results and quality. The proposed re-structuring of MINSAL's organizational and functional framework is expected to contribute to the implementation of the new budgeting system based on programs and results, as well as other public management systems. The project also aims to improve the monitoring and evaluation of public programs, promoting transparency and accountability in the use of public resources. The proposed re-structuring of MINSAL's organizational and functional framework is expected to contribute to the improvement of public financial management in El Salvador, promoting a more efficient and effective use of public resources. The project's implementation is expected to be carried out in several stages, including the re-definition of functions, the re-structuring of the organizational framework, and the implementation of the new budgeting system based on programs and results. The project's success will depend on the effective implementation of these stages, as well as the commitment of MINSAL's staff to the proposed changes. The project's impact is expected to be significant, contributing to the improvement of public financial management in El Salvador, promoting a more efficient and effective use of public resources.
