Abstract
The project is being implemented by Halcrow Pakistan (Pvt) Limited, a consulting firm with expertise in water resources management and infrastructure development. The project involves the construction of the Waran Canal, which is a critical component of the Gomal Zam Dam Command Area Development Project. The canal is being built in seven packages, with Package A being the most advanced, having achieved 93% physical progress by the end of June 2016. During the third quarter of 2016, Package A achieved an additional 7% progress, bringing the total progress to 100%. Similarly, Package C achieved 94% physical progress by the end of June 2016 and an additional 6% progress during the third quarter, bringing the total progress to 100%. However, progress on other packages has been slower. Package D, which was initially delayed due to litigation, remains at 0% physical progress, with WAPDA's higher authorities deciding to re-issue the Letter of Award to M/S Kundi Construction Company. Package G is still in the procurement stage, with the first two procurement attempts being unsuccessful due to bidders' limited financial capacity. In terms of milestones, 5 out of 23 have been completed, amounting to 26.34% of the certified completed work on the Waran Canal. Halcrow has issued five certificates for the completion of physical works on milestones 1, 3, 4, 6, and 12. The project also involves monitoring and verification of construction works progress, as well as environmental compliance and health and safety measures. During the third quarter of 2016, a site visit was conducted from August 28 to September 2, 2016, to verify milestones and monitor construction works progress. The project's overall physical progress up to the end of June 2016 was approximately 39%, and during the third quarter of 2016, it achieved an additional 6% progress, bringing the total progress to 45%. The project's progress breakdown is given in Table 1, which shows the physical progress of each package. The project's environmental compliance and health and safety measures are also being monitored and verified. The Environmental Compliance Monitoring Report (ECMR) is being prepared to ensure that the project is in compliance with environmental regulations and standards. The project's coordination with USAID implementing partners is also being maintained, with regular meetings and updates being provided to ensure that the project is on track to meet its objectives. The project's data status is being regularly updated, and the project's staff are being trained and supported to ensure that they have the necessary skills and knowledge to implement the project effectively. The project's activities planned for the next quarter (October-December 2016) include the completion of the remaining packages, the verification of milestones, and the monitoring of construction works progress. The project's security updates are also being regularly provided to ensure that the project is being implemented in a secure and safe environment. Overall, the Waran Canal and Gomal Zam Dam Command Area Development Project in Khyber Pakhtunkhwa is making progress, with some packages achieving significant physical progress and milestones being completed. However, challenges remain, particularly in terms of litigation and procurement, which need to be addressed to ensure that the project is completed on time and within budget.
