Abstract
The project activities are located in the Tank, Kulachi, and D.I.Khan districts of Khyber Pakhtunkhwa, covering a total area of over 191,061 acres. The Waran Canal system, which is approximately 164 km in length, is a key component of the project. The main canal is 36.5 km long, and distributaries and minors are 127 km long. The main Waran canal will carry 204 cusecs of water to irrigate about 28,000 acres of the command area in Tank. Construction work on the main canal and distributaries has been divided into 7 packages. The Gomal Zam Dam Command Area Development Project (GZD-CADP) is spread over 69 villages, located in three tehsils: Tank, D.I.Khan, and Kulachi. The project's culturable command area (CCA) in Tank is 94,050 acres, 87,235 acres in Kulachi, and 9,776 acres in D.I.Khan, forming a total of over 191,061 acres, including the Waran Canal command area. The main components of GZD-CADP include on-farm water management and command area development, enhancing productivity of field crops, horticulture, and livestock, value-added processing, and marketing of products. Halcrow Pakistan, the Architect-Engineer (A-E) services provider, has been tasked with monitoring and verifying the construction and non-construction components of the two Gomal Zam projects, Waran Canal and GZD-CADP. The scope of services includes design reviews, monitoring and verification, and environmental compliance for both projects, as well as monitoring and verification of engineering and non-engineering activities under GZD-CADP. During the first quarter of 2016, one site visit was carried out for monitoring and verification of works completed under Waran Canal and GZD-CADP. The visit was undertaken from March 27 to April 2, 2016. No milestone certification was required in Q1 2016. The physical progress achieved on Waran Canal is as follows: Package A is 85%, Package B is 55%, Package C is 85%, and Package E is 10%. Re-tendering of Package D has been stopped by a court order, and litigation is ongoing. The contractor for Package F is expected to mobilize soon, while the third-time tendering of Package G is reported to be in process. The project data received from the United States Agency for International Development (USAID) and other stakeholders, as well as collected from site, includes Environmental Document Form (EDF), Environmental Mitigation and Management Plan (EMMP), PC-1 GZD-CADP, and PC-1 Waran Canal, Contract Documents for Waran Canal Project. The activities on non-engineering aspects of GZD-CADP have not commenced as yet, and there is no progress to be reported on these activities. Deliverables submitted during this quarter included Annual Work Plan 2016, Branding and Marking Plan, Threat Risk Assessment and Security Plan, Accruals, and Monthly invoices.
