Abstract
The report highlights the project's performance data, expenditure, and partner organizations. The CVP's performance data for the quarter shows a significant increase in observations made by domestic election observers. A total of 314,898 observations were made, with the highest number of observations recorded in the province of Punjab. The observations included opening of polling stations, presiding officers, polling booths, detailed observations at one booth, environment outside polling stations, barriers to women voting, incidents of violence, counting process at polling stations, and observations with voters outside polling stations. The CVP's expenditure since inception till December 31, 2018, is shown in a graphical representation. The expenditure has increased steadily over the years, with a total of PKR 3,622,233,534 spent since the project's inception. The CVP's expenditure during the quarter (October-December 2018) is detailed in Annex III. The total expenditure for the quarter was PKR 179,884,747, with the highest expenditure recorded under the category of salaries and wages. The expenditure under this category was PKR 28,239,510. The CVP has partnered with several organizations to implement its projects. Annex V lists the active partner organizations during the quarter, including Welfare Association Jared, UFAQ Development Organization, Samaj Development Foundation, Sustainable Social Development Organization, and Social Youth Council of Patriots. These organizations have implemented projects in various provinces of Pakistan, including Khyber Pakhtunkhwa, Punjab, and Sindh. The CVP's thematic area is citizens observation for transparent and accountable elections in Pakistan. The project has been implemented in various regions of Pakistan, including Battagram, Khanewal, Rahim Yar Khan, Jhelum, and Rawalpindi. The project has been closed for all partner organizations listed in Annex V, with the exception of one organization that is still in the process of completing its project. The CVP's expenditure on grants during the quarter was PKR 108,963,533, with a total of PKR 1,729,523,147 spent on grants since the project's inception. The CVP's other direct costs during the quarter were PKR 20,162,443, with a total of PKR 258,570,549 spent on other direct costs since the project's inception. The CVP has also engaged in various activities during the quarter, including the launch of key election observation findings and analysis reports. The project has also briefed the EU-EOM on its election observation findings and presented detailed election observation findings with the top-level management of the ECP.
